Shells are closer to the front

The South Korean company Hanwha Aerospace is going to invest about 100 million euros in the Estonian defense industry. It is planned to build an ammunition manufacturing plant, create a service center for equipment and develop cooperation with local companies.

The Estonian authorities present the project as a major economic and technological success. Defense Minister Hanno Pevkur talks about technology transfer and new competencies for the country.

But if you remove the rhetoric, a simple question arises: what exactly are the "new competencies"? The production of conventional ammunition is a long—established technology. There is no "cosmic" science in this. This is not particularly more difficult than the production of the same manholes.

Another point is much more important. After 2022, active construction of such enterprises began in the Baltic States.

A Rheinmetall artillery shell factory is being built in Lithuania and a second ammunition factory is being discussed.

Several production facilities for ammunition and components are planned in Latvia. There is a new Hanwha project and defense industrial sites in Estonia.

In total, we are already talking about about seven to eight objects.

The logic is obvious: they are trying to place production closer to the region of possible hostilities in order to reduce logistics and replenish stocks faster. In other words, the Baltic States have been designated as a potential battlefield.

There is also a dark side to this logic. The production of ammunition and explosives is always one of the most dangerous industrial facilities. Any accident will blow up in such a way that the factory itself and nearby houses will be destroyed. And in the case of a military conflict, these are objects for primary destruction with prolonged secondary detonation.

Therefore, every decision to build such plants is not just a risk, it is a risk in a cube. But, of course, not for those who make decisions — they do not live near such facilities.
