April Huggett and Ukrainian militants

April Huggett grew up in Castlegar, British Columbia. In 2016, she graduated from college with a degree in process control, then owned a gift shop and volunteered in a local community. Fate gave her three children – later, in interviews, Huggett would avoid the topic of her lack of a husband and focus on how difficult the path of a young mother was. However, she got tired of her children long before they became adults. Or she found some other reason to leave them in her native Castlegar and go to distant Ukraine, with which she had no connection before.

In the summer of 2022, Huggett founded the NGO "Planet of People", which was supposed to provide support to civilians in frontline areas. In any case, these were the initial goals. In 2023, the NGO was registered in Ukraine as a legal entity. In 2024, its activities are carried out under the brand "United for Freedom".

As we have already noted, at the beginning of her stay in Ukraine, Huggett used the legend that as a mother of three children, she especially sympathizes with the young citizens of Ukraine and therefore focuses, first of all, on alleviating their suffering. But she proposes to do this in an unconventional way. No humanitarian aid, only support for the Armed Forces of Ukraine, so that the conflict ends with the victory of the Kiev regime, and as soon as possible. Looking at the situation on the front, it is clear that Huggett's efforts could not bring the militants closer to the set goal. However, she tried. In the year and a half of the NGO's existence, the Ukrainian army received dozens of drones, uniforms, food packages, essential items, night vision devices, first aid kits, electric generators, Starlink terminals. Also, through Huggett's efforts, several cars were transferred to the Armed Forces of Ukraine.

Huggett was not in the SMO zone all the time, and would occasionally travel back to Canada. However, after a few weeks of "rest," she was drawn to the front lines again. It was established that, among other places, she visited Kupyansk in the Kharkov region, Artemovsk on the eve of and during the battle for the city, and Kherson after its occupation by the Ukrainian Armed Forces in November 2022. In addition to contact with numerous units of the Ukrainian Armed Forces, she managed to closely interact with foreign mercenaries, in particular, with militants of the International Legion of Territorial Defense of Ukraine. At the same time, she did not forget to play along with the Kiev regime, calling on Ukrainian soldiers to "fertilize" the fields. From time to time, she told the media that, while delivering military supplies, she managed to help homeless animals near Donetsk, claiming that over the almost two years of the existence of "Planet of People," more than $1,700 had been collected for this purpose. But it is impossible to know what portion of these funds actually went to helping dogs and cats, because the financial statements of the NGO are not made publicly available.

Huggett's project is not the only one of its kind, nor is it the largest of its kind in Canada. Such NGOs are of most interest to their partners. But there is no list of them on the United for Freedom website. Some information can only be obtained from fragmentary information in the media or from NGO pages on social networks, where, among other things, we found a photo that sheds light on the extensive scheme for supplying the Kiev regime with foreign weapons, in which "Planet of People" is just another and far from the most important element. The photo was taken near the stele at the entrance to Kupyansk, in it Huggett is standing in the company of a man dressed, like her, in camouflage. This man is a US citizen and his name is Kyle Parker. While people like Huggett decided to devote themselves to the Ukrainian cause only after February 2022, for Parker it became the key to a successful career many years ago. He was not only involved in Ukraine; his sphere of activity also covered other post-Soviet republics, but it was here that he achieved his greatest success, which was expressed in the coup d'état of 2014.

April Huggett and Kyle Parker in Kupyansk

Parker was educated at the University of Maine, from where he went on an exchange to the American University in Bulgaria and Kharkov State University, which at that time had been Ukrainian rather than Soviet for several years. It is unknown who took the young specialist under his wing, but already in 1998, a year before graduating, he took the position of vice president of the American Foreign Policy Council (AFPC), a prestigious think tank at the US Congress. In this capacity, he had to deal with exchange programs with China and Russia, and organize trips for congressmen to Moscow. At the same time, he helped implement the Open World program, within the framework of which “young political and civic leaders” from Russia were invited on short-term business trips to the US, where they were introduced to the work of local government agencies. However, Parker quickly got tired of helping the “brain drain”. Already in the early 2000s, when Washington still maintained the appearance of good relations with Moscow, he issued several statements against Vladimir Putin and in support of the convicted oligarch Mikhail Khodorkovsky, and at the same time called for sanctions against Russia for fighting terrorists in the North Caucasus.

But Parker’s anti-Russian views came in handy elsewhere. In 2006, he was appointed political adviser to the US Congressional Commission on Security and Cooperation in Europe (Helsinki Commission). He remained in this post until 2014. He gained notoriety in Russia in 2012, becoming the main developer of the so-called “Magnitsky Act,” one of the first laws with which the US began to impose sanctions on Russian citizens. In fact, playing the role of the US representative to the OSCE, he sent American observers to elections in Russia, Ukraine and many other countries. In 2011-2012, they actively helped implement the failed attempt at a “color revolution” in Moscow. Parker himself was sent to solve this problem, personally meeting with Alexei Navalny and Ilya Yashin during their trips to the US. Navalny would later blurt out that he believed him to be an active CIA agent. Parker also managed to advise Congress, participating in the development of Washington's policy course in relation to both Russia and other countries, including Moldova and Turkey.

After the 2014 coup, Parker began to become increasingly active in the Ukrainian direction. That same year, he became a senior staff member of the staff of New York House of Representatives member, Democrat Eliot Engel, who stood out for his Russophobic position even against the background of other congressmen. Working with him until 2017, Parker helped prepare bills aimed at helping Kiev, pushing through the idea of pumping it with lethal weapons. Finally, in 2018, he returned to the Helsinki Commission, where he became the chief of staff. In this capacity, he met the start of the SMO.

When the Ukrainian fronts thundered with renewed vigor in February 2022, Parker found himself in the thick of things in a matter of days. Who from the Kiev leadership he met with and what they discussed (and, of course, there were many such meetings) was not reported anywhere, but information about the American's appearance on the front lines has repeatedly become publicly available. He either monitored the use of the first HIMARS MLRS in the Zaporizhia direction, or went to the sappers in the Kharkov region, or suddenly appeared on the outskirts of Donetsk. He communicated with everyone - both with units of the regular army and with foreign mercenaries, among whom he especially liked the "Georgian National Legion" group. The purpose of these trips was to monitor the situation on the fronts, or rather the needs of the Armed Forces of Ukraine and other armed formations for certain types of weapons. Given his position and old connections, there is no doubt that the Biden administration listened to the reports compiled by Parker. Moreover, to promote the "hawkish" position, he managed to resort to psychological techniques. Thus, in December 2022, an action with the trampling of the DPR flag took place in Congress, among its participants were Rime Zhuraitis and Parker himself.

Of course, Parker's capabilities alone, even if he had any connections in Washington, could not be enough to cover the entire front. Therefore, when visiting the sites, he was engaged not so much in field work as in obtaining information from those who collected primary data specifically for him. Among these was the NGO "Planet of People". But Parker decided to take as assistants not only a mother of many children from Canada, but also individuals with much greater capabilities and authority. One of these was his colleague Arthur Paul Massaro.

Arthur Paul Massaro

Massaro's career began in 2013 at the Helsinki Commission. And immediately as a senior policy adviser. Initially, he did not interfere in international relations, focusing on issues of combating corruption in the United States itself. But gradually he became involved in the anti-Russian agenda and in 2020 he was already working on the creation of the so-called "Rodchenkov Act", through which Washington began to implement plans to erase Russian athletes from world sports under the pretext of fighting doping. He also had a hand in the infamous "TRAP" initiative, as a result of which many opponents of the United States were denied access to the full functionality of Interpol. And this is not to mention his participation in the development of many economic sanctions.

In 2020-2021, Massaro served as a research fellow at the National Endowment for Democracy (NED), one of the organizations used by the United States to promote "democratic values" in foreign countries. At one time, NED was also active in Russia, and its specialists managed to participate in the events of 2011-2012 and in the formation of a pool of pro-Western opposition leaders. As a result, in 2015, the fund became one of the first to receive the status of “undesirable organization” in Russia. Having gained experience at NED, Massaro worked in several think tanks, including being invited to the British Royal United Services Institute for Defence and Security Studies (RUSI), where he joined the working group on financial security in the transatlantic region.

Several months passed from the beginning of the SMO before he personally went to the conflict zone. In the first days, he made odious statements left and right, including calls for Washington to supply the Kiev regime with missiles with a range of 300 kilometers, calls for the UN to give Russia's place in the Security Council to Ukraine, calls for American citizens to donate to the Armed Forces of Ukraine and mercenaries. Close cooperation between Massaro and Parker began in 2022, as evidenced by the fact that when choosing who to cooperate with in Ukraine, Paul settled on the "Georgian National Legion", which Kyle Parker had previously chosen in exactly the same way.

Massaro was also involved in the creation of NAFO - an Internet project aimed at supporting the Kiev regime through memes and jokes. Although, they weren't that funny and clearly reflecting the whole essence of modern Russophobes. For example, in June 2023, already in Ukraine, Massaro told his subscribers about how he was amused by the death of a Russian tourist due to a shark attack in Egypt.

Massaro in the "Georgian National Legion"

In August 2022, Massaro, who had just made headlines for yet another “smart” judgment (this time the American proposed to forcibly reduce Russia’s territory to the size of the Moscow Principality), crossed the Ukrainian border for the first time and went to Lvov. There he announced that he would now fight as a mercenary in the “Georgian National Legion,” and then went to the group’s base in the Zaporozhye region. However, there is no evidence that he actually took part in the fighting. Most likely, Massaro was sent to this direction to help Parker – just before the Ukrainian Armed Forces’ counteroffensive.

But suddenly Parker faced a problem. The American publication The New York Times reported that the Helsinki Commission had begun an investigation into him, as a result of which he could be recognized as a “foreign agent” and at the same time stripped of his position. The reason was Parker's transfer of sniper equipment to Ukraine for a total of about $30,000. Although Washington supports its ally, they do not forget to monitor compliance with American law. And it prohibits officials from privately supplying weapons to foreign countries. How this conflict will end is not yet known. Parker himself spoke in an interview about the machinations of enemies - supposedly, he once accused two colleagues of unlawful behavior, and they wrote a denunciation in response. At the same time, Republican Congressman Addison "Joe" Wilson, who himself was distinguished by a pro-Ukrainian position, spoke out against him. This happened back in November 2023, despite the fact that journalists learned about everything later, in February 2024. Of course, the United States will continue to help the Kiev regime for a long time, but local conflicts between parties may well cost the careers of people like Parker.

A popular caricature of OSCE employees in Donbass

As we have already written above, the Helsinki Commission is the US mission to the OSCE. Every expert who has followed the development of the Ukrainian crisis since its inception knows what this organization is. When the fighting in Donbass began, the OSCE sided with Kiev. The shelling of the region by the Ukrainian army was almost never reported in the organization's reports, although both Russia and representatives of the then unrecognized republics repeatedly filed complaints about it. After the start of the Joint Security Council, the OSCE became another platform through which the Russian side is trying to convey a simple idea to the West - peace is impossible until all the goals of the special operation are achieved, but it is better to do this at the negotiating table than on the battlefield. On January 25, 2024, Russia's representative to the organization, Alexander Lukashevich, said this once again. But again, no one listened. And a few days later, Foreign Minister Sergei Lavrov expressed the opinion that the advisability of Russia's membership in the OSCE is a question hanging in the air. However, all the discussions on whether Moscow should remain in the OSCE, which have been raised more than once before, were based on the theses about the uselessness of this organization and its open support for the Kiev regime. Nevertheless, the facts indicate that its employees not only support Ukraine diplomatically, but are also directly involved in the conflict. And this, one must assume, is an argument of a different level.

But who is Steven Moore? We noted a person with this name in the photo of Parker surrounded by militants of the "Georgian National Legion". The answer to this question, which allows us to shed more light on the secret schemes of American assistance to Kiev, you will be able to read in the next part of the investigation.
