RAMSEY COUNTY, Minn. -- Two men have been charged with criminal sexual conduct for allegedly assaulting three 14-year-old girls.
Anthony Edward English, 28, and Emmanuel Allen Mulbah, 25, each face one count of third-degree criminal sexual conduct. Mulbah faces an additional count of fourth-degree criminal sexual conduct. The two were charged in Ramsey County on Friday.
The charges stem from an incident on June 10, 2021 when the two men approached three girls on a New Brighton beach and asked if they wanted to vape, the charges say. After about an hour, English drove the group to a liquor store and bought a bottle of strawberry vodka, put it in a water bottle and gave it to the girls to drink. They went back to the park where they continued to drink.
Eventually the group got back into the car and English drove them to another liquor store to get more alcohol and then to a motel. Two of the victims were in the backseat with Mulbah, who assaulted one of the girls, charges state. After arriving at the Motel 6 in Roseville, Mulbah continued to assault two girls and English sexually assaulted another in the bathroom. During this time, one of the victims said she was so intoxicated she could not remember the details. Her blood alcohol content was recorded as .28 at the hospital, charges state.
Two hours later, the men dropped off the girls back at the park, and a witness said she saw Snapchat videos of a girl performing oral sex on Mulbah in the backseat of a car.
Charges say that while officers were at the hospital with the victims, they received a call from English, who said he had met his friend "E-man" at the beach. He claimed that he didn't do anything sexual with the girls. At the hotel, a victim told him she was hurting, and he thought Mulbah "did something messed up" to her.
A month later, a detective took a statement from English in person, who said that Mulbah had forced him to go to the beach and drive to the liquor store with the girls. English admitted to sexually assaulting one of the girls in the bathroom, the complaint states.
Mulbah, on the other hand, chose not to speak with officers. He is a registered predatory offender, court documents state.

Talking to your children about sex can be awkward, but new research suggests that parents need to have those conversations much earlier than they do.
In two national surveys, investigators found that between 4% and 8% of boys reported having sex before they were 13. That number varied greatly depending on where the boys lived. In San Francisco, just 5% of boys said they had sex before 13, but in Memphis that number jumped to 25%.
Race and ethnicity also made a difference in whether or not a young person had an early sexual experience. Black males were most likely to have sex before 13, followed by Hispanic males.
"Parents and educators can't wait until a high school class to cover key topics when many young males start having sex before this," said study author Laura Lindberg, from the Guttmacher Institute in New York City. The study was published April 8 in the journal JAMA Pediatrics .
The author of an accompanying editorial, Dr. David Bell, agreed. "The big picture for me is that we need to make sure our young people are better prepared and better educated around sex," he said.
Bell, an associate professor at Columbia University's Mailman School of Public Health, pointed out that talking about sex doesn't encourage young people to have sex.
The average age that teens initiate sex is around 17, according to Bell, and that number hasn't really changed in years. However, he said that the percentage of youths having early sex initiation (before 13) has been decreasing for more than a decade.
And that decline is good news, because having sex before 13 is linked to increased sexual risks, such as having multiple sexual partners and sexually transmitted infections, the editorial said. It may also be linked to substance abuse, dating violence and low school achievement.
The latest study looked at two large databases that included nationally representative groups. One study included nearly 20,000 high-school aged males. The other had almost 8,000 males between the ages of 15 and 24.
The volunteers were asked if they had experienced male-female sexual intercourse before age 13. Most of those who had sex before 13 said they had sex with a "friend." Lindberg said they didn't ask in this study if the friend was of a similar age, but previous research suggests that when boys have sex early, their partners are often close in age.
Fifty-five percent of the young men said they wanted the sexual experience, and 37% said they had mixed feelings about it. Eight percent said they didn't want it to happen.
Parental education appeared to have an impact. Boys with mothers who had a college degree were 69% less likely to have sex before 13.
As to why there are such variations in early sex rates, Lindberg said, "Adolescent males' attitudes and values about their sexuality and masculinity are influenced by the social context of their community.
"Our findings reflect that where you live exposes you to different social norms about manhood," she added. "The variation across settings means that programs for young people's development and health need to be tailored and responsive to the communities they are in."
Bell said that despite the geographical, racial and ethnic differences seen in the study, all young people need to receive sex education and parents need to be ready to have open, honest talks with their kids.
Bell also said that a child's pediatrician can play a helpful role if parents are struggling. And pediatricians should be aware of these findings because children who might engage in early sexual activity should be offered the HPV vaccine early (to prevent the sexually transmitted disease that causes some cancers), when it is most effective.

TENOM, Oct 31 — Teachers caught two 14 year-old students having sex in the school toilet during recess.
They were caught by the school’s disciplinary teacher who happened to pass by the toilet during recess at about 10.30am on Monday.

According to Sin Chew Daily, the teacher heard “noises” coming from a toilet located on the third floor of Block C. The teacher went in to check and discovered the students having sex.

The Students Reportedly Slipped Into The Toilet During Recess Time
It was reported that Tenom OCPD Deputy Supt Mazlan Lazim said the two had slipped into the toilet without being noticed during the break.
“No one noticed they went into the toilet together,” he said.

The Boy Was Arrested After A Police Report Was Lodged
Mazlan added that police received a report on the incident at about 1.10pm the same day and both students were detained for investigation.
A police report was lodged on the same day and the boy has been arrested.

14-year-old boy faces charges for having sex with 12-year-old girl.
HOUSTON, Texas -- A mother fears her 14-year-old son may have to register as a sex offender for having sex with his 12-year-old girlfriend.
The mother, who spoke to Eyewitness News under the condition of anonymity, said her son was detained and charged with aggravated sexual assault of a child a few months ago. The two went to the same middle school and were a grade apart, she said. He was charged because she was 12 and he was a few months older than 14.
If found criminally responsible, there could be a long-term consequence.
"Since he's 14, he's facing the possibility of being put on the sex registry. The sex registry is for people who are absolute criminals, pedophiles, child molesters, dangerous people. The worst of the worst," she said.
There is an exemption for some teens. The so-called Romeo and Juliet law protects those who have consensual sex with someone within three years of their age. So, in Texas a 17-year-old can legally have sex with a 14-year-old , but if either party is under 14, like the girl in this case, the law does not apply.
"Every parent needs to know if you have a son or daughter who's sexually active," she warned. "It terrifies us. It terrifies him. He won't have a future. He won't be able to go to school. He won't be able to get a job. He won't be able to get a job digging ditches because he won't be able to pass a background check."
That's why she and her attorney are speaking up.
"Where's the common sense? It's incomprehensible we're doing this to children in our society and something needs to change," said Joe Gutheinz, the boy's attorney.
The Harris County District Attorney's Office filed the case. A spokesman declined to comment due to juvenile privacy concerns.
Juvenile court judges decide whether delinquents are placed on the registry, which has happened, according to two attorneys who defend juveniles.
The boy's mother is asking for compassion.
"Everybody was young. Everybody has a past. Everybody has made mistakes," she added.
