AMES, Iowa -- As a new mother herself, Brenda Lohman admits to
being shocked by the results of a new study she co-authored. It
found that among nearly 1,000 low-income families in three
major cities, one in four children between the ages of 11 and
16 reported having sex, with their first sexual intercourse
experience occurring at the average age of 12.77.

"So if 12 years was the average age here, that meant that
some kids were starting at 10 or younger," said Lohman, an
Iowa State University associate professor of human development
and family studies (HDFS). "A handful of kids reported
having sex as early as 8 or 9. We know from our follow-up
interviews that one boy who reported having sexual intercourse
for the first time at age nine had fathered four children by
the time he was 18."

"Those people who say that kids don't have sex at that
young of age should think again," she said.
"Definitely the age is the most shocking thing about this
study."

Tina Jordahl, a former Iowa State HDFS and public policy
graduate student who is now a market research specialist with
Hospice of Central Iowa, collaborated with Lohman on the study.
It analyzes data from the "Welfare, Children and Families:
A Three-City Study" -- a six-year longitudinal
investigation of low-income families living in Boston, Chicago
and San Antonio. Their paper, titled "A biological
analysis of risk and protective factors associated with early
sexual intercourse of young adolescents," was posted
online in the Children and Youth Services Review and will be
published in an upcoming issue of the journal.

Interview data for the study was first collected in 1999 on
youth between the ages of 10 and 14, and again in 2001. Lohman
says she also has data collected in 2006 from the same
subjects, who were between 16 and 20 by that time.

In the study, boys reported their first sexual intercourse at
younger ages (averaging 12.48) than girls (13.16). Boys also
had nearly 10 percent higher frequency of intercourse than
girls and were also more likely to experience sexual debut (20
percent to 14 percent) between the two years when the first two
waves of data were collected.

Recent national research has found that 13 percent of girls and
15 percent of boys have had sex by the time they're 16.
Lohman says that means the rate of sex among her low-income
sample is only slightly higher among the girls, but almost
double among the boys

"The ages [of sexual debut] are a bit younger than the
national samples, but not alarmingly so," she said.

African Americans also had 12 percent more early sexual
intercourse than whites (29 to 17 percent respectively),
although racial differences did not change the age of their
first intercourse.

The authors report that periods of instability in family
structure and welfare use serve as risk factors for early
sexual activity. They found that additional maternal education
-- beyond a high school level -- was found to inhibit some of
that activity.

"That can be for multiple reasons," Lohman said.
"It can be that mothers have better paying jobs and more
stable home environment and they're less likely to be in
stressful circumstances. It could also be that mothers then
have greater cognitive capacities to sort of sit down and
discuss the pros and cons of waiting to have sex until
you're older."

For that reason, the researchers propose allotting public
funding to increase maternal education as a way to reduce early
sexual promiscuity among their children.

The study also found the youths' involvement in delinquent
acts drastically increases the chances of early sexual
activity.

Because of the gender differences in sexual debut, the authors
also urge more gender-specific prevention programs that are
implemented at earlier ages, especially among high risk
populations.

"It may be that boys and girls, starting at younger ages,
should have these programs that are designed separately by
gender before they're moved back together over time,"
Lohman said. "And yes, they must start much, much younger
than they do now. You have to start before those young kids --
10 or even younger -- start becoming sexually active."

She says the current political climate in Washington may be
right for those types of programs to be developed.

"The Bush administration concentrated on abstinence
education programs for all families across the spectrum of
income, and Obama is definitely focusing on sexual education
and prevention programs," said Lohman. "He's put
a lot more money back into those programs that were stripped
away during the Bush administration. And given his focus in
other areas, he is concentrating on high-risk, low-income
disadvantaged families as well."

Lohman is currently working on research to determine the
relationship between obesity and teen sexuality. She hopes to
publish results from that study within the year.

Angela Sullivan, who had sex with a 12-year-old boy almost 200 times, was jailed for nine years
A single mother aged 36 who had sex almost 200 times with a 12-year-old boy was today jailed for nine years.
Angela Sullivan even gave the boy - who is the same age as her own son - a pair of trainers as a reward after he slept with her for the 100th time.
When police arrested her in October, they found her diary marked with childish entries, and 191 stars against dates when they had sex.
Unemployed Sullivan, of Middlesbrough, admitted 10 specimen charges - relating to one sex session for each month of their fling last year - of causing or inciting a child to engage in sexual activity.
Jailing Sullivan for nine years, Judge John Walford described the case as 'shocking'.
'You took advantage of this boy's age,' the judge said.
'While I accept from the papers that you did not ply him with drink, the fact of the matter is that to allow a 12-year-old boy to drink, such that he did become intoxicated, is in my judgment shameful.'
The judge condemned Sullivan for the psychological effect her conduct would have on the victim and her own son.
'But having read the pre-sentence report and the psychiatric report upon you I am prepared to accept this was an aberration, albeit one that was long lasting, rather than anything more serious.'
Earlier, prosecutor Richard Bennett told Teesside Crown Court that the abuse started on the night of a party she threw at her home in January last year.
'On the 3rd to the 4th January the defendant threw a belated New Year's party,' he said.
'Alcohol, including spirits, was available and it seems the young children at the party were freely able to consume it.
'During the course of the party the defendant said to the boy, 'Are you daring? Are you a devil? Are you game?'
'She tried to kiss the boy but he pulled away.'
Sullivan was determined to have sex with the youngster 200 times, when she planned to reward him with an Xbox video games console
The boy, who cannot be named for legal reasons, later told police he had consumed 10 bottles of the vodka-based drink WKD and was really drunk.
'The defendant took the intoxicated boy up to bed,' Mr Bennett said.
'There is no doubt that at the time she knew he was only 12 years of age when she placed him on her own son's bed.'
Sullivan undressed him and had sexual intercourse with him while he was incapacitated.
The next day the boy - described in court as a 'young-looking 12-year-old' - had a heavy hangover and Sullivan told him: 'I had sex with you and if anyone finds out it's classed as rape and everything'.
'Each time the defendant had sexual intercourse with the boy she would place a star in her diary against the relevant date,' Mr Bennett said.
'It is clear from the entries in her diary that the defendant believed she was in a relationship with the boy.'
In the diary entry for May 17, which recorded the 76th time they had sex, Sullivan wrote 'come on'.
On August 1 - marking the 174th occasion - she wrote 'got to reach 200'.
'It also appears from her diary that she encouraged him to shave off his pubic hair as part of her celebration,' Mr Bennett said.
'In her diary on that date, together with three stars, is the comment '(name) shaved pubes'.'
Mr Bennett added: 'The defendant groomed him by buying him gifts to keep him happy.'
She would send her own son to stay with his grandparents so she and the victim had the house to themselves.
'The defendant's 12-year-old son had seen the defendant having sex with the boy,' the prosecutor said.
'He had seen this in the house when the defendant wasn't aware he was there. He had also seen this on video footage recorded by the defendant on her mobile phone.'
Rumours began to circulate around the boy's school that he was in a relationship with Sullivan and that she was pregnant.
Sullivan was 'quite indiscreet about the relationship', sending friends texts or MSN computer messages about what she was doing.
When the allegations were reported to the police, Sullivan denied any sexual activity had taken place.
Andrew Turton, defending, said: 'What Angela Sullivan did was wrong.
'It is quite clear that she did participate in a relationship with him and that the complainant was a willing participant in what went on.'
Sullivan, who had no previous convictions, was also placed on the Sex Offenders' Register for life.
Speaking after the case, Acting Detective Inspector John Wrintmore, of Cleveland Police, said: 'We are pleased with the outcome of this difficult investigation and hope those affected by Angela Sullivan's actions can take a big step forward in rebuilding their lives.
'Angela Sullivan has clearly preyed on, and taken complete advantage of a vulnerable young boy.
'Sexual offences of any type, particularly where children are the victims, are treated extremely seriously by the police and courts and this sentence clearly demonstrates the consequences of such actions.
'Finally, I wish to commend the courage and strength of character shown by the young victim in this case as it would not have been an easy task to talk quite openly about what had happened.
'Without this we would not have been able to progress the investigation to this conclusion.'

A violent sex fiend abducted a 12-year-old boy from a Miami street early Saturday — then sexually assaulted and shot the child, local police said.
The victim was walking on 43rd Terrace near 30th Avenue in the Brownsville neighborhood at about 2 a.m., when a man forced him into a black car, according to the Miami-Dade Police Department.
The suspect drove a few blocks away, where he sexually assaulted the boy and shot him, police said. He then forced the victim from the car and drove off, police said.
A man who was riding on a bike near the scene of the crime told a local news station that he pulled over to help the boy after he heard the child screaming.
“He was screaming. ‘Help, someone, help me, please,’ ” the man, who said his name was Johnny, told Local 10 .
“I bring him to the store so they can call the police for him,” Johnny added to the station. “He was conscious, then he fell on the sidewalk and said he had been shot.”
Surveillance video obtained by the station shows the boy stumbling up to a street corner while bleeding from his head before he collapsed to the ground.
Another passerby offered him water and a towel, the video shows.
Police showed up a short while later and rushed the critically injured kid to a local hospital.
Johnny, the good Samaritan, told WSVN he was grateful he was there to help the boy — but added that the disturbing scene weighed on his mind.
“I couldn’t sleep at all that night, you know?” he said.
