TOWARD A WORLD WITHOUT NUCLEAR RESTRAINT

The last remaining arms control treaty between the US and Russia — the New Start treaty — officially expired on Feb. 5. The consequences of this lapse will be devastating for arms control and global security. No successor agreement is currently in place, and no diplomatic process appears close to producing a replacement — even amid reports that a US delegation had engaged with Russian and Chinese delegations on the matter this week. The US maintains that any future arms control agreement must include China, which Beijing has dismissed as not reasonable or realistic given its much lower number of nuclear warheads relative to the US or Russia. Russia meanwhile insists that the nuclear arsenals of the UK and France likewise be factored into the overall accounting. As things stand, the world is headed into uncharted territory, where global security calculations, once constrained when it came to the issue of nuclear weapons, are no longer bound by treaty-driven conventions.
