Video shows 5-year-old being bullied on school bus 01:26
Audrey Billings did so, and what she saw left her crushed.
"I was devastated, I cried," Billings told CNN on Thursday.
The video of the November 11 incident shows the 5-year-old getting pushed, pulled, poked with a pencil and grabbed around the head by at least two students on the bus over a period of nearly 14 minutes. The 5-year-old is also shown trying to fight back against the other students.
She calls out to the bus driver several times during the assault and starts crying as she continues to get hit. The bus driver does not respond on the video, which does not show the entire bus ride.
It is not clear from the video what prompted the children's actions or physical contact.

Billings, who first saw the video Saturday, told CNN she wants a major change to the Dallas Independent School District's bullying policy and its procedures for handling bullying incidents.
Dallas ISD spokeswoman Robyn L. Harris said "students were disciplined according to the Student Code of Conduct."
"Dallas ISD has taken steps to improve our transportation services to further ensure the safety of students. The district has provided additional training and monitoring. We are dedicated to ensuring a safe environment for all students and remain committed to meeting the expectations of our parents and community." Harris said in a statement.
Harris said the bus driver was immediately removed from the route.
Billings said she reached out to the school district after her daughter said students were hurting her. Billings said she spoke to the principal and was initially only given the "play by play" of what occurred.
When she asked to be sent videos for multiple days she was told she would need to pay $600 to have each one redacted, Billings said.
Billings said she reluctantly paid for the one she viewed.
Her daughter no longer rides the bus, Billings said.

A pervert was arrested last month in Yibin, southwestern China’s Sichuan Province after passengers prevented him from escaping when he tried to molest a schoolgirl on a crowded bus.
In the surveillance footage from inside the bus, the unidentified schoolgirl can be heard shouting, “you pervert!”
After the initial encounter, she moved to the back part of the bus while crying, but the man eventually tried to follow her.
That’s when the culprit was confronted by the passengers for his sick behavior. The public immediately surrounded the man and prevented him from leaving the bus.
Passengers then called the police after they successfully cornered the creepy man, according to Shanghaiist .
Meanwhile, the bus driver changed course to the nearest police station where some of the passengers exited the vehicle to voluntarily give their testimony to the police.
After hearing the passengers’ testimonies, investigators confirmed that the man had publicly molested the schoolgirl while on board the crowded bus. He was detained by the police for five days as punishment.
Crowded buses, trains, and subways have always been the target of sexual predators. In Japan, a sex predator was recently caught on video molesting a Japanese woman on a subway station. The man’s identity remains unclear and he is still on the loose.

THIS is the moment a bus driver left a crying schoolgirl stranded late at night for "health and safety reasons".
Eleanor Hockney, 16, burst into tears after she was told that she wasn't allowed to board the last bus.
Video captures her pleading with the driver and standing in front of the vehicle in market town Beverley, Yorkshire last week.
The youngster wanted to catch the service to Dunswell, around four-and-a-half miles away, to meet friends at 9.30pm, HullLive reports .
But she claims the East Yorkshire bus began to pull away as she reached it.
She tried desperately to reason with the driver - but he beeped the horn at her in an attempt to get her to move.
He also flashed the lights and even revved the engine, she said.
A police officer believed to have been dealing with another incident at the station came over after witnessing the incident unfold.
Eleanor told MailOnline: "I stepped in front the bus. It was not moving. I was stood in front of the bus, pleading for him to open the doors. He just kept shaking his his head and beeping his horn at me.
"It was quite scary. I was stood in front of the bus for a few minutes before the police lady came over and asked what was going on.
"She spoke to the driver herself. He said he could not let me on due to health and safety because they aren't allowed to open the doors once they have reversed out the bay.
"He said I was an adult as far as he was concerned. The bus station was nearly completely empty. There were no hazards."
The female cop spoke with the bus driver, who said that he could not open the doors due to health and safety reasons.
The girl's dad, Gary Hockney, said: "She was so upset.
"It happened on Sunday night and on Monday she didn't go to college.
"She was frightened to go on the bus because she goes on a public bus and she was worried that she would bump into this driver.
"She came back on Monday and she was in tears about it and explained that was why."
He called the driver's defence "blunt" and said he backs his daughter.
"In her words, which isn't wrong going by the footage, the bus was still in the parking bay - as she approached it, it began to pull away," he said.
"She was directly in front of the doors and in full view of the driver. He looked at her, he saw her and carried on pulling out.
"She started crying at one point and he's revving his engine, flashing his lights and beeping his horn.
"Then, fortunately, a police officer in the station at the time came over and asked what was going on.
"If you look at the footage, she challenged the driver and he just referred to this blunt health and safety policy."
Following the row, the police officer gave the youngster a lift back home.
Mr Hockney said: "I want to draw attention to his actions but also the officer's because it's such a positive thing that she did.
"I would have picked her up but it was such a nice gesture."
And he said of the bus driver: "I'm sure he would have let his own daughter on in that situation.
"If he saw somebody being chased or something, surely at some point there's a cut-off and you show some discretion."
A spokesperson from the bus company said: "On Sunday night, one of our buses was in the process of leaving Beverley Bus Station at its scheduled departure time when a late-arriving passenger ran out in front of it to try to stop it leaving.
"For safety reasons, our drivers are advised not to allow any more passengers to board once they have closed the doors and reversed off the bus station stands, as it is unsafe for passengers to try to enter the part of the station where buses are moving.
"The passenger refused to move from in front of the bus, so a police officer who was in the station dealing with some antisocial behaviour came to speak to the driver, and agreed to give the passenger a lift home so that the bus could continue on its way.
"Our driver was satisfied that the passenger was safe, and the bus was able to continue with its journey.
"We’d advise that passengers always ensure they arrive at their bus stop in good time, and we have live tracking features on our website and app which you can use to ensure you never miss a bus.”
