James E. Jensen, 78, admitted masturbating dozens of teenage boys while he was the athletic trainer at a Montana high school between 1970 and 1998 but claims it was not sexual and was to 'boost their performance'
A high school athletic trainer accused of sexually assaulting teenage boys in the late 1980s has made the stunning confession that he masturbated them but says it was not sexual and was only ever designed to 'boost their performance'.
James E. 'Doc' Jensen was sued by 18 unnamed victims from Custer County High School in Montana last week for his abuse of them between 1970 and 1998.
They said in their lawsuit that he performed oral sex on them and anally probed them in addition to masturbating them and telling them never to tell anyone because the 'special' treatment boosted their performance so much that it would be considered cheating by other schools.
The victims are all male and while 18 of them put their names behind the lawsuit, they believe there are another 80 victims who Jensen assaulted.
Jensen, 78, did not deny sexually assaulting the boys by masturbating them.
With shocking audacity, he told The Billings Gazette this weekend: 'I did masturbate some of the boys.
'And I’m sorry for that. But, the lawsuit said there was also oral sex and anal probing, and that isn’t true.
'I guess I thought back then when I was doing it, that it was doing for the boys what I said it would do. I’m not so sure now that I look back on it.
'There was nothing sexual in it for me,' he said.
The lawsuit began taking shape last year when he started trying to contact his victims on Facebook to apologize to them.
He has not been charged criminally nor is he likely to face prosecution because none of the crimes happened recently enough.
Jensen claimed that his 'program' was based in Chinese medicine and that it would boost the boys' performance on the football field.
The lawsuit describes how he called it a '10 step' program which he said would boost their testosterone.
It began whenever he performed state mandated health checks on the boys.
The lawsuit claims he used to feel their testicles, pretending to be looking for hernias, and then tell them that he had a way to boost their performance naturally.
Jensen was the trainer at Custer County High School in Miles City, Montana (pictured). He abused the boys for 28 years, claiming that he was improving their performance through a 'program' steeped in 'Chinese medicine'
If they refused it, he would tell them that their performance would suffer as a result, according to the lawsuit.
Jensen fabricated the boys' records to make it look as though those receiving the treatment were performing better, it is alleged.
He told the boys that if they mentioned what was happening, they ran the risk of people suspecting them of cheating because their performance was so much better.
The abuse was an open secret among the school's sporting community, according to the complaint.
Another coach is even accused of laughing about the 'special massages' the boys received.
'At least one of the members of the football coaching staff made multiple inappropriate jokes and comments regarding 'special massages' from Jensen,' the lawsuit states.
Some of the boys nevertheless complained to school district officials but, the lawsuit alleges, they were ignored.
It was not until the late 1990s, when a parent complained about him performing hernia checks when he had no medical qualifications, that he stopped working for the school.
The National Athletic Trainers’ Association revealed on Monday that Jensen was never certified by them to work in schools.
'He was never certified by the Board of Certification, Inc. (BOC), the national certifying body for athletic trainers. Therefore, he is not, nor has he ever been, an athletic trainer,' the association told DailyMail.com.
The school and district is yet to respond to the specific allegation that officials turned a blind eye to the abuse.
They also have not commented on the revelation that he was not qualified to even teach at the school in the first place.
When contacted by DailyMail.com on Monday, a lawyer acting on behalf of the district replied to say that policies had changed 'dramatically' since when Jensen was hired.
'Miles City Public Schools is extremely concerned by the allegations set out in the Complaint.
'The absolutely atrocious acts described in the Complaint that took place 20 or more years ago are horrific. Each of us currently in the District — our educators, trustees and staff — cares first and foremost about the safety and well-being of our students.
'We believe that even one child harmed on our watch is not acceptable and will do everything we can to get to the bottom of this situation,' the district said.
Some of the victims angrily shot back at Jensen's comments.
One told The Gazette he was a 'piece of s***'.
'That man took advantage on so many levels of so many kids. I’m telling you, I was definitely masturbated by that guy.
'And, I think it also went to oral sex, that’s what I’m going to therapy to find out. I’ve pushed so many of those memories down so deep,' he said.
He said Jensen was in denial and was only trying to assuage his own guilt.
'Every man has to find a way to live with himself. It’s his mind trying to justify a way that he can sleep at night,' he said.
Daniel Rice, one of the attorneys who corroborated his story, said: 'I’ve talked to so many of our clients who have been abused anally and/or orally by this guy; what he is saying is untrue.
'Whatever he is trying to do to make himself feel better about how horribly he abused these kids is totally disingenuous.'

LONG BEACH, N.Y. –Long Beach, New York middle school special education teacher Lisa Weitzman once forced a male student to masturbate in front of his classmates, according to a recently filed lawsuit.
The notice of claim filed in Nassau County Supreme Court against Long Beach Public Schools on behalf of five former students also alleges Weitzman forced her disabled students to eat foods that made them sick, restrained them with zip ties, pushed them against walls, verbally berated them, gave one student a lap dance, among other outrageous behavior, Courthouse News Service reports.
Parents of five of Weitzman’s students – four male and one female – are suing the school district for $25 million – $5 million for each victim, attorney Gerard Misk told The Huffington Post .
“While I have seen other instances of abuse that have been appalling, this one is worse because these are the most vulnerable children,” he said. “The families trusted this teacher and the school and had their trust destroyed.”
Misk told the news site the children involved suffer from Down syndrome or autism, and could not communicate the alleged abuse to their parents. He said the lawsuit targets the school district for failing to take action against Weitzman to stop the abuse despite numerous warnings from teaching assistants.
The alleged abuse took place between 2011 and 2014, the Post reports.
Details of the alleged abuse came to light in a school disciplinary hearing to terminate Weitzman that began March 4. Weitzman has been suspended from teaching since late 2014, the Long Beach Herald reports.
The school district presented eight charges against Weitzman in the hearing, which was held in public at the teacher’s request.
“Ms. Weitzman did not do the heinous acts of which she is accused,” Weitzman’s attorney, Debra Wabnik, told the news site in an email. “She elected to have a public hearing because she has nothing to hide. She devoted herself to caring and advocating for the children entrusted to her and their families. If anyone failed these kids, it was the district. That will be borne out as the hearing continues.”
More than 20 members of the public attended the hearing, where Weitzman’s supervisor testified that she routinely used a classroom bathroom as a time-out space despite repeated instructions to stop. Weitzman was reportedly reassigned for the bathroom issue, but district officials did not inform parents until nearly a year later, Special Education PTA co-president Patrice Krezminski said.
“They felt horrible … that they didn’t see that this may or may not have happened to their child,” Krezminski said of parents of the alleged victims. “ … (T)hey wanted answers, and the district did the best they could with answering legally in terms of what they can and cannot say.”
The special education PTA pressured school officials and the board of education to more thoroughly investigate the allegations against Weitzman, which prompted the hearing and subsequent lawsuit.
“It’s not that we didn’t care; we didn’t know about it,” Krezminski said. “We’re not lawyers. We’re not employed by the district. There’s only certain things we can do, which we did.”
But the lawsuit against the school district alleges that school officials were well aware of Weitzman’s misdeeds and did not take action until the school board was contacted by the teacher’s union about the situation.
“Though at least 11 teachers assistants filed complaints about Weitzman over the past seven years, none of the 11 complaints were ever investigated, according to the petition” cited by Courthouse News. “That changed in November 2015 when the former head of the teacher’s union fired of a letter to school board president, Roy Lester, demanding action, the petition states.”
The charges in the lawsuit and the termination hearing detail basically the same abuse – stomping on students’ feet with heels, using the bathroom as a time-out area, zip-tying or duct taping students to restrain them, and other alleged physical abuse.
The lawsuit, but not the school charges, allege the teacher forced a male student to masturbate in front of his classmates, while the school hearing documented allegations Weitzman performed a lap dance on a student, and ducted taped gloves on the hands of a student to prevent the child with playing with their feces – which were not in the lawsuit.
School officials, meanwhile, have largely kept quiet about the case.
“Please know that Long Beach has complied, and will continue to comply, with all federal and state legal requirements regarding complaints to the district about possible abuse or mistreatment of our students,” superintendent David Weiss told the Post in a statement.
“Laws protecting the privacy of students prohibit us from saying anything more.”
