The Boston Committee of Correspondence's 1772 pamphlet -- The Votes and Proceedings of the Town of Boston -- is the first comprehensive statement of colonial rights drafted specifically for distribution to other colonial towns rather than for submission to Parliament. Its distribution mechanism is the first systematic political communication network Samuel Adams organised using the printing infrastructure and the postal system Benjamin Franklin had organised as Postmaster General. What the pamphlet reveals about political organizing before digital communication: producing a written argument reproducible and distributable to 240 Massachusetts towns required someone who understood how to use both the printing network and the postal system for political rather than commercial ends.
