Russian anchor links in IV

Each non-news article on this site has a table of contents. All links in this table of contents are written in Russian.

In IV, the link href attribute is automatically encoded into HTML character codes.

While the name attribute, on the contrary, is automatically decoded, even if I encoded it in a pattern

I have tried many combinations with different coding of links, but none of them worked. And decided to remove the table of contents, since they do not affect the remaining content of the article.

I thought I had a lot of time to answer (with checking the template for a week), but my pattern was rejected, I did not have time to explain the reason for my decision.

I copied all the code from the preview of my opponent, and put it on the hosting, and then wrote a small template.
