“The arrest and prosecution of Yevgeniy Roizman is another milestone in the Kremlin’s descent into a full-blown dictatorship.

It’s Time to Throw NATO’s Door Wide Open

NATO was meant to be a harbor for the weak and imperiled. It should be again.

June’s NATO summit in Madrid was by every account a historic event. In response to Russia’s invasion of Ukraine andbroader belligerence against Europe, NATO unveiled a muscular new strategic concept and invited Finland and Swedento join the alliance—an epochal moment for the two traditionally neutral countries and a major statement for thealliance’s “open door” policy. Yet looming over all of this are the uncertain fates of the two countries most suffering from Russian aggression: Ukraine and Georgia.

Both nations were promised mem...

Following the escalation of Russia’s war against Ukraine, the North Atlantic Treaty Organization (NATO) is playing a role it has not filled in years. Forced to reconcentrate its attention to Europe’s defense, NATO allies are demonstrating persistent resolve in countering Moscow’s expansionist tendencies. In doing so, NATO returns to a core facet of its founding mission: the defense against Moscow’s militarism.

While NATO represents just one facet of the Euro-Atlantic security infrastructure, it is perhaps the most robust organization bound by formal agreements, dedica...

Co-Chairman Cohen Calls for the Release of Political Prisoners in Belarus

Washington – On the second anniversary of the sham presidential election in Belarus, the Helsinki Commission Co-Chairman and OSCE PA Special Representative on Political Prisoners Rep. Steve Cohen (TN-09) issued the following statement:

“Two years ago today, Belarus’s autocrat Aleksander Lukashenko put up a show of an election that he had hoped would legitimize his unconstitutional power grab. Despite the many and well-documented cases of election abuse, the people of Belarus did not fall for the tricks of the one-man ruler of Belarus. They voted Lukashenko out, but, predictably, he refused to leave. He ignore...

Wicker Stands in Solidarity With Russian Dissident

WASHINGTON – Mr. President, I rise this afternoon to make sure that the plight of Russian leader Vladimir Kara-Murza is not forgotten.

That the outrageous imprisonment of Vladimir Kara-Murza by the Russian dictator Vladimir Putin is not forgotten.

We remember three decades ago what hope we had for a new Russia.

Russia entered a new age of possibility some three decades ago, after more than 70 years of communist repression, the Soviet order had collapsed, and with it the Iron Curtain that kept freedom away from millions was torn down.

As the red flags came down in Moscow, the free world watched with an...

WASHINGTON—Margareta Cederfelt, President of the OSCE Parliamentary Assembly (PA), has appointed Helsinki Commission Co-Chairman Rep. Steve Cohen (TN-09) as the first-ever OSCE PA Special Representative on Political Prisoners.

“I welcome the chance to serve as the voice of political prisoners across the OSCE region,” said Co-Chairman Cohen. “Every day, we witness more political arrests of opposition politicians, journalists, activists and civilians in Russia, Belarus, and other participating States that are cracking down on free speech, freedom of the press, and free thought. Through this position, I am commi...

US Soldier Who Voluntarily Fought in Ukraine Says Hardest Days of War to Come

A U.S. Army veteran who independently and voluntarily fought in Ukraine warned on Thursday that the hardest days of fighting the war are still to come, as the Russian military tightens its control over territory in the eastern part of the country.

Retired U.S. Army Staff Sgt. James Vasquez, who has returned from combat in the country but plans to go back, told the congressional Helsinki Commission during a briefing that while the Ukrainian military is better off now with increased foreign support, the most difficult fighting lay ahead for soldiers.

“We have much more support now, and we have the weapons and...

Switzerland, Playground of Russian Oligarchs, Emerges as Sanctions Weak Link

ZUG, Switzerland—After Switzerland said in February it was joining European Union sanctions against Russian oligarchs, this quiet Alpine getaway seemed like an obvious place to hunt for targets.

The streets are clustered with the offices of companies founded by Russia’s wealthiest men, along with the headquarters for landmark natural-gas pipelines Nord Stream 1 and 2 and the energy-trading department of Gazprom PJSC.

So many Russian billionaires have homes or businesses here that the local opposition party had begun taking sightseers on an Oligarch’s Tour. Swiss newspapers nicknamed Zug “Little Moscow” and j...
In 2016, Dr. Grigory Rodchenkov blew the whistle on Russia’s state-run doping program, revealing a deep web of deception and fraud that he had once helped facilitate. This revelation led to the total ban of Russia from the 2018 Winter Olympics and intensified the debate over corruption in sports.
After fleeing Russia for fear of retaliation, Dr. Rodchenkov now lives a precarious life in the United States, relying on whistleblower protections and fearful that Russian agents may one day come knocking.
This briefing featured Dr. Rodchenkov’s attorney, Jim Walden, for a conversation on combating fraud in sports and the role of whistleblowers in safeguarding the integrity of international competitions. It also included a discussion of Oscar-winning documentary Icarus, which chronicles Dr. Rodchenkov’s journey from complicit head of Russia’s anti-doping laboratory to courageous whistleblower.
During the briefing, Mr. Walden described the elaborate system Dr. Rodchenkov led to bypass doping testing. He further went on to detail the punishments levied on the Russian government by the International Olympic Committee (IOC). He said that the IOC has insufficiently punished Russia for its state-sponsored doping program by not fully banning Russia from the 2018 Winter Olympic Games in Pyeonchang. In addition, most of the 43 “lifetime” bans of doped Russian athletes have been overturned by the Court of Arbitration for Sport.
Furthermore, Russia has not accepted responsibility and instead seeks to retaliate against Dr. Rodchenkov. For example, Russian officials have harassed Dr. Rodchenkov’s family, confiscated his property and launched an information campaign to discredit him. In addition, three of the guilty Russian athletes have sued Dr. Rodchenkov in New York State Supreme Court for defamation. The Russian government has even retaliated against the IOC and World Anti-Doping agency (WADA) by hacking the IOC’s and WADA’s computers, disclosing confidential documents, and even threatening to bring sanctions against IOC Members and WADA executives.
Mr. Walden closed his statement with a legislative solution to combat Russian doping. He proposed creating a doping “long-arm statute” similar to the Foreign Corrupt Practices Act or amending the Controlled Substances Act to give the U.S. power to persecute foreign officials and athletes that engage in doping and provide whistleblower protection.
In response to a question from Helsinki Commission Policy Advisor Paul Massaro about the IOC’s response to the incident, Mr. Walden said that the IOC’s reaction was ineffective due to corruption, complicity, or ineptitude. When asked about the motivations behind Russia’s doping program, Mr. Walden noted that the doping program is unique to Russia because of the impact on sport in Russian society and added that the success of the Sochi Olympics greatly boosted Vladimir Putin’s approval ratings.

Russian hockey player Mikhail Vorobyov has escaped a jail sentence but has been fined 2 million rubles ($33,000) after being found guilty of attempting to bribe an official to avoid military service.
The verdict against Vorobyov, 25, was delivered on Tuesday at Leninsky District Court in the city of Ufa.
A former member of Ufa-based hockey team Salavat Yulaev, Vorobyov was one of three hockey players to face charges as part of an investigation into bribes paid to an employee of a military registration and enlistment office in order to evade service.
On Monday, fellow former Salavat Yulaev player Anvar Suleimanov, 22, was handed a suspended five-year prison sentence as part of the same investigation.
Bribes reportedly amounted to 170,000-175,000 rubles ($2,780-$2,860), and allegations of providing fake military documents are said to involve a local businessman, Farit Samigullin, and potentially an official at a military office.
Vorobyov had admitted his guilt and willingness to serve in the armed forces, with the case against him being reclassified to attempted bribery, according to RBC Sport .
A third player, Vladislav Lukin, is still to learn the outcome of his case although a trial is scheduled to begin on September 22.
Each player was facing a lengthy prison term and hefty fine, although based on the first two punishments, Lukin seems likely to escape that fate.
Vorobyov is a forward at one of Russia’s top hockey clubs, SKA St. Petersburg, where he has played since 2021.
He formerly featured for NHL team the Philadelphia Flyers and its farm club in the American Hockey League.
The issue of Russian hockey players and military service has emerged as a heated topic in recent months.
Former CSKA Moscow goaltender Ivan Fedotov was detained in July on claims of attempting to dodge his duty ahead of planned move to Philadelphia.
Fedotov, 25, and his legal team have denied those claims and have filed an appeal, but any chances of him linking up with his new team seem slim as it was last reported that the goalie was undergoing training at a military center in northern Russia.
There were also claims that Russian winger Kirill Kaprizov was embroiled in a fake military ID scandal, fueling fears that he might not return to NHL team the Minnesota Wild.
Those concerns proved unfounded, however, and the 25-year-old has now made his way back to the US before the start of the NHL season in October.
