Run HijackThis As Administrator

I tried to obtain a modpack using the twitch launcher (modpack on 1.12.2), it wrestle and the minecraft launcher took like 10min to obtain 15mb,then a crash appeared saying that my connection was too slow, so then i uninstalled the launcher and the ".minecraft" folder from my computer, i tried to install the minecraft all over again, it started like 2 sec as a fast download after which struggle again on 5, 6kb per/s (also my web is 240/20) now i am unable to use the minecraft vanilla and even less the modpack itself, does anybody is having the identical problem and know how to fix it??

many vpn's are blocked on Mojangs techniques, and tbh having more than one running is pointless overkill
