Batman has never stopped to ask what happens to the families of those he arrests, and it may have ruined Gotham City.
WARNING: The following article contains spoilers from "Punchline: Chapter 10" in The Joker #10.
A largely unexplored aspect of Batman's campaign against crime finally enters the spotlight in "Punchline: Chapter 10" from The Joker #10 (by Sam Johns, James Tynion IV, Belen Ortega, Alejandro Sanchez, Becca Carey). In the issue, Cullen Row's new boyfriend, Bluff, showed him what kind of work he does for the Royal Flush Gang, one of Gotham City's most notorious criminal organizations. At first, Cullen assumed it was something nefarious, but it turns out to be surprisingly wholesome. Bluff has been bringing groceries to children left alone after their father's arrested.
He explained that many criminals leave families behind without a support system when they get sent away. This reality points out a significant flaw in Batman's quest to end crime. Although he saves lives, he doesn't question what might happen to the people who depend on the latest criminal he's left swinging on a light post. Even worse, this disregard for the greater ramifications may be contributing to Gotham's high crime rate.
It is no secret that Gotham City has one of the highest crime rates in the country. Many attribute it to the numerous supervillains that run through its streets, but while that is undoubtedly a part of the problem, it is not the only source. There is a profound disparity in wealth in Gotham, with many living in difficult financial situations. This forces some people to turn to crime to make ends meet, as the traditional income methods aren't enough to survive in Gotham.
So, when Batman makes his arrests, the odds are high that some, if not most of the goons, thugs, and minions he puts away, have families that depend on the money they made working for people like the Joker or Penguin . These families then must fend for themselves. In the case of Bluff's visit, the underage children have decided to try and make it on their own rather than face being torn apart by an overcrowded and underfunded foster system. One's left to speculate that this probably isn't even the worst of these situations.
Desperation breeds the will to do whatever it takes to survive. It's what leads many to become criminals. When these distressed criminals end up in prison, the families left behind in the wake of Batman's arrests may quickly find themselves further fueling the poverty-crime cycle. It's not born of a desire to do wrong, but rather a situation where it feels like the only available choice to survive.
Batman arrests one criminal. Their family members turn to crime to pay the bills feeling bereft of other options. They evade incarceration for a time but inevitably end up arrested and convicted, too. Then those they leave behind face the same rock and a hard place scenario. The cycle roars on repeatedly. For every criminal Batman arrests, more take their place.
There exists a chance that Batman may even be aware of this. He's one of the most intelligent people in the DC Universe ; it seems improbable that he hadn't considered this angle. If that is indeed the case, his lack of action on the matter is incredibly cruel.
He isn't fighting the source of Gotham's disease so much as abating its symptoms, only for more to appear shortly after. That Batman did not act on this when he had the resources led to this untenable situation. Now he's left with the aftermath of his mistakes, and Gotham slips further into a vortex of crime.
