Not in Shakespeare’s mind, I’d say. Romeo is a citizen of Verona, which in modern times is part of Italy. So in our nomenclature he’d be Italian. There wouldn’t be anything wrong with having a black actor play the role, though. Maybe all the Montagues could be black and the Capulets could be white. Liberties are taken with Shakespeare all the time, and this one would be as good as most. Blacks and whites do have their differences now and then.
Is Romeo black? Well, that depends on the director's casting choice. Since Shakespeare’s writing is public domain, the director and producer have the freedom to do pretty much what ever they want with casting. Now, Shakespeare, nor the aurthor of the original novel, saw Romeo as black, or a moor as as they would have said. Othello is the only character that I can think of that was meant to be black/moorish. Then again, as I previously explained, you are free to do as you wish as a director/producer.

The anime was premiered in the Philippines on April 14 1997 under the title "Mga Munting Pangarap Ni Romeo". It was shown on ABS-CBN and its subsidiaries including YEY! Channel and it became one of the widely recognized anime in the country.
I found this anime by accident while searching for thriller movies and the summary of the movie had caught my attention. This is an Japanese adaptation of the novel Die Schwarzen Brüder ("The Black Brothers") written in 1941 in Switzerland by author Lisa Tetzner. The anime tell the adventure of Romeo, a young boy from a poor family in a small village, in Milan as a chimney cleaner after he sold himself for the medicine money of his father. There's nothing i don't like about this anime: the plot, the character, the line, camera work or drawing work... and can only described by two adjectives and one adverb: absolutely amazing and enjoyable. If you are feeling lost or breaking down from pain, pressure...I recommend this anime will be a life saver for you. Romeo's blue skies will boost your motivation, make you believe in yourself and turning a negative spirit to positive one. I gave this 9 out of 10 because the ending was not fully clarified and I have to translate the German comments on the discussion forum to have a satisfied explanation.
