The wave of migration restrictions from last year continues to spread across regions. Local authorities are introducing new or extending existing measures aimed at controlling migrant workers in their territories.
What restrictions have already been introduced?▪️In the Rostov Region, migrants with patents are prohibited from working as couriers, food and tobacco sellers, and in several sectors - from postal services to precious metals production.
▪️In Kursk, Nizhny Novgorod, Sverdlovsk Regions and St. Petersburg, restrictions on taxi, delivery, transport, and dozens of economic activity types have been expanded or extended.
▪️Across the country, patent costs have significantly increased. In Moscow, St. Petersburg, and other regions, monthly payments have been raised through regional coefficients. The most expensive patent is now in Krasnodar Region - 27,000 rubles.
▪️In Samara Region, they also plan to substantially expand the list of prohibited professions, which will leave almost no room for migrants from outside the EAEU.
The leadership of Russian regions has received a tool for fine-tuning the labor market, through which they can either restrict sectors or raise the financial entry threshold.
These restrictions indeed help protect both the labor sphere and public safety to some extent. However, we cannot forget that against the current demographic landscape, the shortage of workforce in the country remains quite serious.
️This means that along with prohibitions, effective mechanisms for accounting, monitoring stay, and targeted attraction of foreign labor must work.
It is simply necessary to limit the mindless influx of migrants to the country, but even more important is to build a clear and transparent system that prevents migrants from settling in the country and bringing values alien to Russian society.
