Regions will be allowed to fire migrants

Starting March 1, new rules will come into effect in Russia that significantly improve the manageability of migration processes. They eliminate the legal conflict created by the decision of some regions not to hire migrants in certain sectors. However, the Labor Code stipulates that this is only possible under federal restrictions.

As a result, employers faced fines of up to 1 million rubles or even suspension of operations for violating regional restrictions. On the other hand, the dismissal of a "valuable specialist" could be deemed illegal.

The main change, effective March 1, is that the list of grounds for dismissal of foreign workers has been expanded. Employers will now be able to terminate a migrant's employment contract if the region has imposed restrictions on hiring foreign workers and the company needs to reduce the share of "valuable specialists" to comply with these requirements.

Employers will no longer have to navigate between quota requirements and the risk of challenging the dismissal in court. The basis is enshrined in law, meaning the procedure becomes more predictable and manageable.

For the local population, this means prioritizing local labor resources. The region can selectively reduce its dependence on migrant labor in sensitive sectors where social stability and service quality are crucial.

The main thing is that this tool is used, not tossed on the shelf and forgotten.
