Large-scale events held in the field of landscaping and new territories under construction

On the work carried out in the field of landscaping with Deputy Director of the Department of financial regulation of the housing and communal services sector head of the Department Zokhid Haidarov:

In order to give modernity to cities, district centers, urban settlements and rural settlements in the republic, consistent measures are being taken to improve landscaping, including by creating landscaping departments on the basis of existing organizations (divisions) on landscaping issues in districts and cities of the republic.

At the same time, insufficient material and technical provision and equipment of district (city) improvement departments over the past 4 years, a shortage of qualified personnel, a low level of their material incentives and social security, as well as the lack of effective public control in this area, comprehensive measures are being implemented in the field of improvement of settlements.

In accordance with the Decree of the President of the Republic of Uzbekistan No. PP–4351 dated June 4, 2019 and No. PP-5052 dated April 2, 2021, the main tasks and directions of rational use of forces and resources of improvement departments, optimization of their work, reduction of manual labor, as well as improvement of the organization of works in the field of improvement were determined. Including:

The parameters of equipping district (city) improvement departments with special techniques and mechanisms for the period 2020-2024 have been adopted. In accordance with these decisions, it is planned to purchase 1,423 units of equipment and mechanisms, of which 1,039 units of equipment and mechanisms were purchased at the expense of the state budget in 2020-2022, 374.9 billion sums were allocated for the purchase of these techniques.

Work is planned to create decent working conditions for workers in the field of landscaping, their financial incentives and social protection. In this:

- Starting from 2020, the network tariff scale of remuneration for employees of city and district improvement departments of the Republic of Karakalpakstan and regions is equated to the amounts provided for employees of district improvement departments of the city of Tashkent, the average monthly salary of employees of city and district improvement departments of the Republic has been increased to 40-50 %;

- A monthly allowance of 30% of the official salary is set for employees of specialized improvement departments under the Tashkent city khokimiyat and the improvement departments of Independence Square, and a monthly allowance of 15% of the official salary is set for employees of the improvement departments of regional centers, city and district improvement departments of regional subordination;

- Monthly compensation payments for meals in the amount of one minimum wage established by law are established for employees of city and district improvement departments.

In accordance with the Decree of the President of the Republic of Uzbekistan dated December 30, 2021 No. PF-46 “on accelerating landscaping in the republic, on measures for more effective organization of tree protection”, a number of tasks for landscaping activities have been defined. In this:

The state program for 2022-2026 on the organization of irrigation systems and drainage wells in the territory of landscaping, which are under the jurisdiction of district (city) improvement departments, has been adopted. According to him, the total cost of green areas under the jurisdiction of the city and district improvement departments of the republic, at the expense of the state budget is 264.5 billion sums due to this, it is planned to create 1,561 km of irrigation systems and 1,031 wells for water drainage;

The state program of equipping district (city) improvement departments with special techniques and mechanisms for 2022-2026 at the expense of the state budget has been approved. In accordance with this program, a total of 386.1 billion sums will be allocated to all city and district improvement departments of the republic. It is planned to purchase 487 units of necessary equipment and mechanisms at the expense of these funds.

As a result of large-scale improvement measures carried out in our country and the transfer of new squares and boulevards under construction to the departments of improvement, the burden on industry workers and the shortage of staff units has increased:

The volume of work in the departments of improvement (sweeping, landscaping, irrigation networks, outdoor lighting, etc.) is increasing due to an increase in the standard of living of the population in the regions, large-scale landscaping and landscaping, as well as the construction of new squares and boulevards in order to form a healthy lifestyle.

For example: if in 2019 the landscaped and landscaped areas under the city and district improvement departments of the Republic amounted to 203,569 thousand m2, then by 2022 227,791 thousand m2, that is, the landscaping area increased by 24,222 thousand m2.

Therefore, as a result of the analysis conducted by the ministry of the differences in the workloads of existing staff units in the republican departments of landscaping, the following changes were made.

Changes made in accordance with the established norms of staff units in the departments of landscaping.

The Instruction on the establishment of the normalized number of employees of district (city) improvement departments in terms of time and other standards spent on the performance of works and services in the field of improvement has been amended based on the relevant calculations of the ministry .

In accordance with this instruction on the activities of independent improvement departments throughout the republic, the territories under the jurisdiction of improvement departments are being rewritten, cadastral documents and passports of the departments are being re-approved, and the requirements for staff units are being recalculated. It is estimated that in 2019, 201 organizations had a total of 53,586.0 staff units, and by 2022, newly created landscaping organizations in accordance with government regulations, as well as in accordance with established norms, 229 organizations had a total of 65,575 staff units. About 11,989 staff units were allocated to city and district improvement departments.

Based on these staffing units, work in the field of landscape design is organized with the distribution of tasks and functions in the following sections, including:

landscape design (cleaning of paths, artificial structures, granite-marble stairs and platforms, as well as lawns from accidental debris, spraying water on the territory, cleaning and washing garbage cans, sweeping snow, dusting territories with sand in winter);

landscaping (planting seedlings, flowers, lawns on the territory, lawns, trees (annual, perennial, juniper, deciduous, fruit), care for green hedges and shaping them);

irrigation (digging of ditches, cleaning of ditches of various depths and lengths with and without coating, cleaning of pipes from deposits, repair of irrigation networks);

drainage (vertical and horizontal wells, open and closed collectors, artificial pools, pumping stations pumping ground and rainwater) and other maintenance, overhaul and maintenance and operation of fountains);

cemetery improvement (maintenance and use of burial sites (cemeteries) and monuments installed on graves in accordance with norms and rules);

the use of an outdoor lighting system (maintenance, overhaul and maintenance and operation of outdoor lighting networks of roads and streets).
