The formation of Islamic state is based on the concept of “Al-Islām” (the Islamic world).
Al-Islam was the first political system in the world, and it was founded on the foundations of faith, obedience and justice. (in this article we will analyse the term “Islāmic” and give its definition).
The word “islām”, which is a general term for all the Islamic states, is derived from the Arabic word “al-islam” which means “the unity of Islam” or “the religion of Islam”.

The authors consider the main stages of the development of the theory of the state as a system of legal, political, economic, and ideological relations in the Islamic world.
Forming of the concept of the Islamic state is a quite difficult task, because it is impossible to define and explain the essence of the state without considering the religious, political and economic aspects of its existence.
For the formation of the idea of the State, Islam has two main aspects: the political one, which is the political system of the Muslim state, and the religious one - the existence of God in the Universe and the necessity of obeying Him.
