Rule34 (aka: r34) origin started out as a internet comic around 2003 that refers to the "rule of the internet" that "if it exists, there's porn of it. No exceptions" in 2007 several image boards based on rule34 were launched such as paheal which gain popularity rapidly.
The rule34 rule isn't true 100% of the time, and thus rule35 was born. "if there is no porn of it, it will be made."
Even though in theory by definition this should be applied to ALL porn, in practice it is used only for things with non-pornographic origins. Paheal, for example, bans uploads for things like "La Blue Girl" because it was already porn to begin with, so "there's porn of it" is quite superfluous.
Another requirement some instate is that it should only apply to major/established franchises, so that it doesn't get spammed for OC characters made up on the fly.
The lines can get blurred with these concepts depending on popularity. Some webcomics for example may start out as being classified "OC" but as they gain popularity, become recognized as "established" where erotica drawn of them gets considered to be 34.
It's more obviously 34 in cases like where it's had a TV series or anime made about it, since that is high-budget. In terms of manga or comics this can be tougher to determine, since it might need to depend on how much something was purchased/circulated.

Rule34 paheal was created in early 2007 and has become the pinnacle of most drawn porn of all kinds like, loli/shota/cub to hentai and furry. for years this was the perfect website for drawn porn.
as the years went on the owner of the website wiiaboo started posting announcements in early 2010 about banning toddlerkon and questioning the removal of loli/shota by early 2012 all realistic 3D loli/shota was banned. In late 2013 more announcement regarding the laws over in the the UK and europe and the possibility of loli/shota being removed due to these associations (alleged) pushing to have the content removed.
in june 2015 the great loli purge happened wiping out many tags and artist. not all loli was removed only certain tags were hit.
List of known tags removed in 2015 loli purge: G_reaper, Incognitymous, Mabel Pines, Vanellope von Schweetz, Lilo and Stitch, Toy Story bonnie (pokemon)
Shota wasnt effected much in this purge for unknown reasons. after this event, the beginning of unannounced loli/shota purges started.
Since 2015 random tags, posts, and artist, have been deleted in parts or fully without any warning.
List of tags purged after 2015: Chloe_Park (twice) maximilo, LazyTown (4 times) destijl, conoghi, Dora_the_Explorer, Riley_Anderson, Sofia_the_First, Cardcaptor_Sakura young_link (this tag was merged with the link tag)
Over the years a message intermittently would be displayed in red on the site stating to "Please continue to find and report images that break our rules on "underage content". which inevitably a tag or two would be wiped out each time this message was displayed and less loli or shota would be posted due to rejection.
Despite all this, cub is still allowed and was never effected. Since the purge of loli, posts that were deleted have been restored to some degree and tons of loli can still be found on the site. by late 2020 a zero tolerance announcement was put in to place for loli/shota/toddler etc, but weather they do a full site purge has yet to be seen and is unknown if it will ever happen.
These events lead to websites being created to migrate away from rule34 paheal. including but not limited too: baraag, atfbooru, etc.
before these site existed most content got migrated to exhentai multporn and rule34hentai.
Rule34 paheal is not a very reliable place to post loli or shota anymore.

In mid 2021 paheal disabled the "create an account" link and only an artist can request an account to be created via staff email. (its confirmed loli/shota artist are being ip banned when they put in a request) this was suppose to be temporary to stop so called spammers but the create account feature has not be re enabled since its removal. (use a VPN if requesting an account)
