Yes this is normal for boys starting puberty. One of the first signs of puberty in a boy is growth of his genitals, usually at around 12½ years of age (although onset can range two years either side of this).
At the same time the areola or area around the nipple, which before puberty looks similar in boys and girls, increases in size in both sexes in puberty but less so in boys than in girls.
Also true breast development often occurs in boys. More than a third of normal boys go on to grow a small amount of breast tissue during middle or late puberty.
Just as in girls this growth is sometimes unequal and occasionally can be quite marked which can make boys worried as well as embarrassed.
The early minor changes in breast growth can cause mild pain or tenderness just as you describe in your son. He may feel a small lump or cyst behind one or both nipples or notice some breast enlargement.
Reassure your son that all these result from changes in his sex hormones which are normal at this stage in puberty. The changes in his breasts will calm down and any swelling usually reduces when he reaches full sexual maturity, generally after a year or two.
Overweight boys often look as though they have excessive breast development at this stage of puberty and may be worried. The appearance is usually a result of the excessive fatty tissue on the chest wall making the 'breasts' more obvious.
They can be reassured that it usually improves with sensible weight control and as they grow taller during puberty.
If one or both of your son's breasts becomes very enlarged it is worth asking his GP to check him over. Rarely there is an abnormal underlying cause needing further assessment or treatment.

My 9-year-old daughter is already starting to develop breasts. Is this normal?
– Virginia
There's a wide range considered "normal" regarding when puberty starts and how fast it progresses. For girls, puberty generally starts sometime between 8 and 13 years of age.
For most girls, the first evidence of puberty is breast development, but for others it may be the growth of pubic hair. As breasts start to grow, a girl will have small, firm, sometimes tender lumps (called breast buds) under her nipples. In some cases one breast will start to develop weeks or months before the other; the breast tissue will get larger and become less firm over the next few years.
The first signs of puberty are followed 1 or 2 years later by a noticeable growth spurt. Her body will begin to build up fat, particularly in the breasts and around her hips and thighs, as she takes on the contours of a woman. Her arms, legs, hands, and feet will also get bigger.
Some girls are excited about their budding breasts and new training bras; others may worry that all eyes are focused on their breasts. So it's important to talk to your child about how bodies change — sooner, rather than later.
Be prepared to talk about the expected events of puberty, including menstruation, when you see the first signs of breast development, or earlier if she seems ready or has questions. If you have questions or concerns about having this conversation, talk with your doctor.

9yr old daughter started masturbating?
Hello, just recently my daughter has started masturbating in the shower.  This really bothers me and I don't know how to handle it or what to say to her.   I want to be open and honest and I want her to know that she can talk to me but I don't know where to start with this one.  Is it normal?
Yes, totally normal. I personally would just leave it as probing her further may just end up needlessly embarrassing her. It's perfectly normal to explore your own body, why does it bother you? Can I just ask (out of nosiness) how you know she is doing it?
How do you know?! Id say its normal x
Thank you that makes me feel loads better.  I walked in on her shower a few weeks ago and saw her - she immediately pretended she wasn't doing anything and bless her, my heart went out to her.  She asked me to close the door when I went out which I did but I lingered on the other side listening to the rhythmic noise and aching that my baby girl was growing up Since then she asks to shower in private.  I did have a heart to heart with her about growing up and experimenting etc but she wasn't keen to persue it so I let it be. It only bothers me because she's still so young and I didn't realise that she would be having these feelings at such a young age.

Bless her she must have been mortified when you walked in. I am almost certain I did it at that age, I have done it for as long as I can actually remember (and there's definitely nothing wrong with me ). The important thing is that she shouldn't feel it's something to be ashamed of. Perfectly normal and absolutely fine to do privately.

It shouldn't bother you as this is totally normal. Children as young as six learn to masturbate. It's wrong to associate masturbation with adulthood and sex because it's not quite the same.

Oh goodness. My daughter is 9 and hadn't given it a thought! I remember my mum walking in on me, on the floor, rubbing myself against a cushion!! It was never mentioned though. X
Oh gosh.... I hope my 9yr old isn't doing such things... She still seems so young. Although she bathes with her younger siblings with the door open.... Feeling your anxiety. X
I have a 9 and 11 yr old daughters, and was cort masturbating by my 9 year old.i didn't realize she was stood watching, and now I've seen her masturbating!I feel so guilty thinking  its my fault:(
Don't make an issue of it. Somebody a while ago talked about a 'growing up box' which I plan to so for my two girls soon. It included books about sex and biology, sanitary towels etc... Maybe just do something like that and offer her the choice to come to you with any questions...
What is it that you are worried about? This is perfectly normal behaviour.

Not a very helpful comment - it's perfectly normal behaviour
Maybe not helpful, but a scary thought none-the-less...
