Public Outdoor Plaza (POP!) program

The Department of Planning and Development's Public Outdoor Plaza (POP!) program is designed to help community-based organizations revitalize underutilized land along neighborhood retail corridors.
The program is seeking proposals to create strategic community gathering spaces that serve as destination points for local residents, shoppers, commuters and neighborhood visitors. Viable proposals are eligible for up to $500,000 in City funding for construction, design and maintenance costs. Proposed plaza locations may be publicly or privately owned but must be located within moderate- or low-income areas. Proposed improvements to existing plazas and gathering spaces will also be considered.
The POP! initiative, under the direction of DPD Commissioner Maurice Cox through Mayor Lori E. Lightfoot's commitment to neighborhood reinvestment, will provide funding for approximately 10 to 15 POP! plazas to be created citywide. A pilot effort launched in 2020 resulted in the creation of the POPCourts! community gathering space at Chicago and Lockwood avenues in Austin in 2021.
A first-round Request for Proposals (RFP) for new plazas was issued by DPD in February 2022 and closed March 11. A second-round RFP was issued Tuesday, March 22, with an application deadline of Friday, April 8. Delegate agencies, business organizations and chambers of commerce are encouraged to respond.
POP! is part of the Chicago Recovery Plan’s ambitious $1.2 billion strategy for equitable economic recovery and support for thriving and safe communities.
FOR MORE INFORMATION: Download the Public Outdoor Plaza (POP!) Program Round 2 RFP on the Department of Procurement Services' iSupplier portal . (See DEPT. OF PLANNING & DEVELOPMENT, Solicitation #8594/Specification #1243875)
RFP RESPONSES DUE: 12 p.m. (CST) Friday, April 8th, 2022 Proposals must be submitted via an iSupplier (eProcurement) online response/application. Emailed or faxed proposals will not be accepted.
The first round virtual conference was held Wednesday, Feb. 16. Watch a recording of the conference here.

Pools are open! Cool off and enjoy the summer at free outdoor pools across the city.
Every day during our summer pool season, thousands of visitors head to our city’s free public outdoor pools. Learn more about our pools, and dive in to find an outdoor pool near you!
As of March 7, 2022, the use of face coverings are encouraged but not required. Please stay home if you are sick.
Check out our Cool Pools and their fun amenities.
Our Olympic- and intermediate-sized outdoor pools will remain open through Sunday, September 11. Mini pools will close on Labor Day.
Outdoor pool hours are from 11:00 a.m. through 7:00 p.m. daily, with a break for pool cleaning between 3:00 p.m. and 4:00 p.m.
As of Friday, July 1, 2022, pool hours will be split into five separate sessions at crowded pools in order to provide pool access to more patrons.
Due to the current national lifeguard shortage, all swim programs, including lap swim, senior swim, and Learn to Swim, have been cancelled for summer 2022. We apologize for the inconvenience.
Our pools will remain open this summer for general swim. Pool hours will remain the same: 11: 00 a.m. – 3:00 p.m., and 4:00 p.m. – 7:00 p.m. Please visit our Outdoor Pools page to find a public pool near you.

You’ll need to have a swimsuit to enter the pool area. We may choose to check men’s shorts for a lining if we can’t tell if they are wearing a bathing suit. Feel the need to cover up from the sun? Throw on a plain white shirt or white hat and you’re set. We don’t allow shirts with colors on them on the deck. And remember to wear sunscreen! We provide free sunscreen to city pools across the five boroughs.
Thinking of bringing floaties? It’s safer to leave them at home and just stay in the shallow end of the pool until everyone learns to swim. Want to venture deeper? Try some of our free swimming classes.
Babies or toddlers can put on swim diapers before they head into the water. While we may be able to find a place to park your stroller, we can’t keep an eye on it for you, so bring it at your own risk.
Make sure you have a sturdy lock when you head out to the pool. It will keep your valuables safe, and let you hit the water feeling more secure about your belongings. Locks are required to enter, and we will not accept luggage locks.
You’ll need to leave food, glass bottles, electronic devices, and newspapers at home. Unbound periodicals tend to blow around and create litter, food can be messy to clean up after, and there’s too much water around to make sure your electronics stay safe. Just to be on the safe side, we also recommend leaving valuables like jewelry and credit cards at home.
There is often a line to enter our pools. We promise, it’s worth the wait! Sometimes, on busy days, we take steps to ensure that more people have the chance to swim. We may add swim sessions and limit the amount of time that you can swim in the pool. We may also give you bracelets on busy days, allowing you to come back later and skip the line.
= Indicates that the pool includes a wheelchair accessible ramp or lift.
