Frances Cwach was born Oct. 25, 1909, near Utica to Frank and Rosie Cwach. Frances yearned for finer things and moved from her small town to Sioux Falls. The finer things she longed for would, before long, bring her to notoriety in the Midwest.
Cwach married William Sebold in October 1928 but ended up divorcing him the next year because of abuse. In the early 1930s, she lived downtown, close to her work at C. A. Webber’s restaurant. She started as a cook but moved on to waitressing.
It’s unclear how, but maybe we can guess from the tale to come, in April 1949, Cwach was responsible for one of the largest real estate purchases in town. She bought a house and a lot on the northwest corner of 30th Street and Pendar Lane for a total of $20,000.
At the time, she managed two properties in downtown Sioux Falls: The Cwach Apartments, which occupied the upper floor of the Gamble’s store, and the Frances Rooms at 115 N. Phillips, above the Harbor Bar. From all outer appearances, she was on top of things; Her parents moved from Yankton into the Cwach Apartments, and her Pomeranian, Patty Lady, took first prize in toy breeds at the fourth annual South Dakota Kennel Club dog show.
On Jan. 26, 1952, Sioux Falls was scandalized when simultaneous police raids revealed not one but three downtown brothels: The Frances Rooms; the Argonne Rooms at 128 N. Phillips above Coney Island Lunch; and the Rainbow Rooms above the Rainbow Bar, then at 202 N. Phillips.
Cwach and two others, Ruth Firzzell and Edith Zaruba, were charged with several crimes, including keeping houses of prostitution. Ruth and Edith’s husbands, William Firzzell and Ivan Zaruba, were each charged with disorderly conduct. Eight other women were charged with prostitution during the raid. These women and their clients mostly pleaded guilty and paid fines.
In February 1952, Cwach, the Firzzells and the Zarubas pleaded guilty after first demanding a jury trial. Perhaps after talking with their lawyers, cooler heads prevailed. During sentencing, Municipal Judge Walter Conway suggested that the nature of their operation was to recruit young women by luring them in with drugs, and making them pay for drugs with prostitution, without saying as much.
Conway called Cwach the kingpin of the whole operation, drawn to the business by her greed and avarice. But he saved his strongest rhetoric for William Firzzell, telling him he was the most despicable of any in his courtroom, his only regret being that he couldn’t send him to the penitentiary for disorderly conduct. Cwach, the Firzzells and Ruth Zaruba were sentenced to six months in jail, and each was fined $500, the maximum allowed by law. Ivan Zaruba was fined $400.
Frances, Ruth and Edith were all released in May 1952, their sentences suspended on the condition that they stay out of the prostitution business. William Firzzell stayed in jail an extra week but was released on the condition that he take his wife and leave South Dakota before midnight, not to return before Feb. 14, 1954.
In late January 1953, Cwach was arrested on federal charges stemming from her business in the Frances Rooms. Dee Wheeler, Frances Elliott and Minneapolis bar owner John Gawron were arrested on white slavery charges, alleging that they were partners in one of the largest prostitution rings in the U.S. It was found that young women were recruited from the university there and would travel among different brothels in Chicago, Sioux Falls and Minneapolis. Cwach was on the hook for conspiring to transport women from the Twin Cities to Sioux Falls on two occasions.
Shortly after these federal charges were leveled against her, Cwach sold her property at 30th and Pendar for $18,000, most likely to raise money for her legal defense. She was found guilty of violating the White Slave Traffic Act and sentenced to four years in jail and a $1,000 fine.
Records show no signs of Frances Cwach returning to a life of crime. We can tell that she moved to Colorado, where she lived until her death in 1997. She passed quietly, although in her time, she made a big scene in Sioux Falls.
