An old, rather DUMPY hotel - with prostitutes sitting in the lobby and on EVERY floor as you exit the elevator! A friend from Odessa told me later that this hotel was also the favorite hotel of prostitutes working the tourists on Deribasovskaya St (the most popular street for natives and tourists in Odessa). Probably the ONLY reason (besides for the prostitutes) that someone would stay here is that it is VERY CLOSE to the TRAIN STATION.
I liked this hotel.The hotel is in a good position for almost everything you would wish to see or do in Odessa. Close to the famous Privos Market, train and bus stations. Rishelievskaya Street leads straight into town but its a good walk. The room was slightly dated but functional and clean. The bathroom was always kept spotless. The continental breakfast was very good. The choice of food was in my view excellent. There are safes to rent at a very reasonable price. Receptionists speak good english but were perhaps a little aloof. There are good resturaunts close by too but dont believe all you read on the menu. Many dishes are not available. Odessa is a very interesting city.
I traveled there from the U.S. I had the suite for $172 a night. I have to say, for that kind of money, I expected alot more. With that being said. The room was o.k. There was no flat screen television, which is advertised, the carpet in the room was old, discolored and dirty, the couch was ok, the bed was very firm. The highlight was the bathroom, which was large and updated. The staff was professional and helpful but not friendly at all. And under no circumstances would I use the cab drivers that are in the hotel, they tried very hard to rip you off. My stay there was pleasant, and if it were cheaper I would stay there everytime, but one thing really rung my bell in a bad way. I checked out of my room early so I could eat and get to the airport with plenty of time to spare, after checking out I asked if they could hold on to my one bag of luggage while I ate in the restaurant. When I came out of the restaurant and asked for my bag they tried to get me to pay them UAH25. That is not alot of money, but I refused to pay. I asked to see where that price came from. The manager came out. They ended up giving me my bags. I was very disappointed and felt that they were trying to scam me. Also, they charged me for using the mini bar, which i did not. I took a pic of the mini bar when i got there and when i checked out. After showing pics to manager, they waived those cost. Again, maybe it was a mistake, but I felt the scam was on.
I was pleasantly surprised and entirely happy with my stay here. As a senior traveling alone, I wanted something reliable. The bathroom looked new and was very clean--even had a good hairdryer which my much pricier hotel up in Kiev didn't have. The bedroom with 2 twins was just fine. (I happen to like the very firm beds with their duvet covers.) The breakfast was a bit sparse for 55 HUA, but I wrapped up a sandwich from the great bread and cold cuts, so got two meals out of it. The staff spoke good English and were very helpful. The hotel is just 2 blocks from train station and also 2 blocks from one of the largest markets in Europe. It s a bit of a hike (15 minutes) up the street to the heart of town, but if you can figure out the buses just 2 HUA (50 cents) will get you up and another 2 will get you back. And by the way, I loved Odessa--much brighter, livelier, and friendlier than Kiev.
My suite was a single suite which is pretty small. The bed isn't very comfortable nor are the sheets. The bathroom is pretty clean but I noticed some bugs crawling around there. Small bugs. The carpet has not been vacuumed or shampooed in a while. It has a mini bar which is a bunch of nuts, water, soda, and some alcohol in the mini fridge. Its not very comfortable so I don't know what I would get if I paid more for a better suite. But I can tell you customer service is lousy. One time I called to have an interpretor service for me but they end up hanging up the phone. Another time is when I had a guest over to my room. There was a little mess on the bed and the next day the cleaning lady actually charged me 20 dollars to replace the sheets. I am like when does a cleaning lady do that? But I guess I wasn't supposed to have a guest stay the night with me in my small room. The taxi drivers they have attached to the hotel will definitely cheat you. You can pretty much get to a lot of neat places by walking. Personally that's the only thing going for the hotel is that everything is close by. Just remember to go out during the day and if you plan on going out at night bring company with you. Staying at this hotel is decent enough just to get your feet wet. I recommend you go for an apartment. The hotel will try to get whatever money they can off of you. The breakfast buffet is ok and pretty cheap compared somethings out in town but you can still get better food out in town then here. They got a swimming pool and gym which isn't so great. As well as shoppetes. Getting your money exchange is a little ripp off. So if you plan one using your debit card to get money your better off by ATM. Also pay before you check in so they don't take your passport.
I've been booked a room in Black Sea Hotel by my Ukranian collegues for my visit in Odessa. I looked at previous reviews, and I was a little afraid.. well, I must say that it is a standard hotel, probably not worth 4 stars, but not different from many others I met visiting old russian countries. Check-in was fast (I was already registered by my collegues), and I was given a twin room at 9th floor. Three elevator brings you up without having to wait too much.Room is very simple, with two small single bed one at 90 degrees to the other (one near the other would not be possible for the small space).. Room was very hot, with A/C covered by plastic cover: I had to keep window opened to let some fresh air enter. Tv with satellite programs, small frigo bar with interesting prices. I did not visit the fitness center and/or other hotel amenities (except businnes center) so I cannot tell you my experience about them. As usual some PLUS and MINUS PLUS 1) Receptionists talk a medium english.. it is not difficult to comunicate with them. They helped me with Taxi reservation for the airport 2) Businnes center speak a PERFECT english - I was surpised 3) Location - just 5 minutes from Railway station and 15 minutes walking from the main commercial and turistic street. 20 minutes by taxi from Arcadia beaches (most turistic place in Odessa in summer). 30 minutes from airport (with no traffic). 4) Room maid - they cleaned my room in the 90 minutes I left it free in the morning.. very professional and fast.. MINUS 1) Room - I did not enjoy it - too small, I was lucky to be alone. Beds were very unconfortable, very old furnitures. 2) Bathroom - incredibly small, with a shower with rust everywere (see photos). Cleaness was not the first word you'd have thought. 3) Internet service - they charghe 1 Euro / 7 minutes in the businnes center!!! Ok, connection is quick.. but IMPO these prices are crazy. 4) Breakfast - well, many items, but not my selection of breakfast (no bacon, no cakes or croissant).. the second day I prefered to go out in a Caffe.. 5) Safe - door locks are not up-to-date.. very simple, they do not suggest security to your room. I do not use to leave any value in the room, and so I did there after seeing the locks. Security in the lobby is not working very well during daytime (I saw many people enetring elevator without being even seen by security boys). 6) Location - yes, I know, I put it also in the PLUS.. but if you want don't want to walk or take a taxi, you must choose another hotel.. Black Sea Hotel is just an average 3 stars hotel, needing to be renewed. As explained by other visitors, ALWAYS pay attention to the bill and to all the extras they are going to offer you.. Minibar was just an example, but also taxi is always a matter of trade. Always trade the price with taxi drivers before entering the cab, expecially if called by Hotel, or you'll face a bad surprise at the end of the trip. But, if you are travelling, you have already learned this lesson... At the end, I'd not suggest this hotel untill you ask for bigger rooms and more modern rooms (I saw some of them during the day!! - but I was not so lucky t sleep there)..

What law says about prostitution in Ukraine… The criminal law of Ukraine 2011 has not got administrative or criminal responsibility for people who meet hookers. There is administrative responsibility for hookers who meet people.
Prostitution is forbidden by law of Ukraine. The article 303 of criminal code of Ukraine, paragraph 1 says “Systematic prostitution, that is gainful provision of sexual services, – shall be punishable by a fine of 50 to 500 tax-free minimum incomes, or community service for a term up to 120 hours”. In short it means that the punishment for SYSTEMATIC prostitution is fine 850 UAH – 8500 UAH, which is equivalent of $120 – $1200; to punish prostitute the police should prove that she is not simply prostitute but SYSTEMATIC prostitute otherwise she is not punishable by law.
Average income of prostitute in Odessa is $50-$100 per hour. Therefore amount of fine does not make much harm to this kind of occupation.

Engaging in prostitution is punishable and penalties for this kind of crime are severe. Paragraphs 2,3 and 4 of article 303 of criminal code of Ukraine declare:
2. Compelling to or engaging in prostitution, that is to provide sexual services for a fee by use of violence or threats of violence or destruction or endamagement of property, or by blackmail or deceit, –
shall be punishable by a fine of 500 to 1000 tax-free minimum incomes, or arrest for a term up to six months, or imprisonment for a term of one to three years.
3. Any such acts as provided for by paragraph 1 or 2 of this Article, if committed in regard of a minor, or by an organized group, – shall be punishable by imprisonment for a term of three to five years.
4. Trading in prostitution, that is creating, leading or participating in an organized group which supports activities related to the provision of paid sex services by males and females for gainful purposes, – shall be punishable by imprisonment for a term of five to seven years.
