Proposal for cooperation in digitalization of securities market of Uzbekistan

Decree of the President of the Republic of Uzbekistan dated April 13, 2021 "On measures to further develop the capital market" № PF-6207 and the Roadmap for the implementation of the capital market development program for 2021-2023 outlined the tasks for developing the infrastructure of the capital market, including the introduction of mobile applications to enable remote (online) trading on the local stock market as well as remote opening of brokerage accounts for clients who are residents and non-residents of Uzbekistan.

In order to implement these tasks, the State Unitary Enterprise "Information Resource Center of the Stock Market" of the Ministry of Finance of Uzbekistan in cooperation with the Republican Stock Exchange "Toshkent" announces its desire to collaborate with leading Fintech companies and securities market participants for digitalization of securities market, namely:

1. For the development of a mobile application that can provide for:

I. Remote identification (including verification with Face ID) of retail brokerage clients (private individuals) when registering, opening brokerage accounts and trading securities on the Republican Stock Exchange;

II. Remote opening of brokerage accounts with investment intermediaries;

III. Online depositing and withdrawal of funds from client's brokerage account;

IV. Access to market data and online trading (purchase / sale) of securities on the Republican Stock Exchange;

V. Integration with third party applications and services.

2. For the development of Application Programming Interface (API) that will enable integration with third-party applications, as well as exchange of market data with international financial institutions and data vendors.

3. For the development of other software products related to the development of securities market infrastructure in Uzbekistan.

Proposed collaboration will be carried out on the basis of sharing of revenues received from the provision of aforementioned digital services to securities market participants.
