BOYNTON BEACH — For the second time in four months, a Palm Beach County man has been arrested on child pornography charges for allegedly coercing a 12-year-old girl to send him nude pictures of herself .
Elvic Herrera was 27 when he first contacted the girl through the Kik mobile messaging app, where he carried on an online relationship with her from March 29 through August 28, according to his arrest report . Detectives said they found more than 8,000 text messages — many sexually explicit — and the girl’s nude image on Herrera’s cellphone .
Acting on cyber-tips from the National Center for Missing and Exploited Children and from the operators of the Kik app, Boynton Beach police arrested Herrera on Aug . 28 for possessing and transmitting child pornography . He was released from jail the next day on a $20,000 bond, records show .
During the investigation, detectives discovered Herrera’s alleged text exchanges with the girl, and traveled to New Mexico to meet with her . According to police, they found the same text messages and nude photograph on her cellphone .
In some of those texts, Herrera allegedly requested nude pictures, knew the girl was 12, and said he was a pedophile who was in love with her . He wanted her to skip school so he could visit her, but also expressed fears that police would find out and urged her not to “snitch” on him, the arrest report stated .
Instead, police said the girl texted him in July that she would blame Herrera if anyone found out .
“YOU are 27 YEARS OLD and let [me] be in a relationship with you and send NUDES to you and let us talk like that when you KNEW it was wrong and YOU are the older one YOU should have stopped it . I AM 12!! I’M TWELVE,” her text read .
U .S . Marshals tracked down Herrera, now 28, in the Lake Worth Beach area on Thursday and took him into custody again for the online sexual relationship with the girl, who has since turned 13, authorities said .
He remained in the Palm Beach County Jail on $10,000 bond, Friday .

MIRAMAR — Behind the screen, it was Andres Camilo Ruiz . But to the minors he sent child pornography to and exploited from, Ruiz was a 12-year-old girl named “June,” court records say .
From November 2018 through May 2019, Ruiz, 31, of Miramar, used several social media platforms under the false identity of a 12-year-old girl to bait children across the country to send him videos depicting child pornography, federal prosecutors said .
Ruiz was sentenced Wednesday to 40 years in prison and a lifetime on supervised release for producing child pornography, enticement of a minor and possession and distribution of child pornography . He will also pay restitution to his victims, prosecutors said .
The case began when FBI Miami investigators discovered that a Kik account with the user name “juninhopermano,” with an IP address associated with an AT&T customer in Miramar, sent an image depicting child pornography, according to court records .
In May 2019, Ruiz admitted to law enforcement officers that he used his phone to send and receive child pornography but refused to let officers search his phone, court records say . Once officials obtained a warrant to search his phone, they found he traded videos and photos with several minor girls on social media platforms including Kik, Snapchat, WhatsApp and Cheez .
Ruiz coerced one minor victim in April 2018 to send him sexually explicit videos by sending a sexually explicit video of another minor girl and sent a text message saying, “make a video like mine please,” court records say . Ruiz messaged over 500 times with the 12-year-old victim for almost a year .
Court records mention three other victims who were contacted by Ruiz under the guise of “June,” using the same tactic to trick the minors . One victim was 8 years old .
Prosecutors said Ruiz exploited more than 50 children . More than 1,100 images and videos of child pornography were found on his phone and cloud account, prosecutors said .

TAMPA, Fla . (WFLA) — A Clearwater man who police say had plotted to abduct and rape a young child now faces additional charges for possession of child pornography .
Jacob Holman, 26, was arrested at his Clearwater home Thursday after police were called to a domestic dispute and found several materials that would “aid in the facilitation of the abduction of a small child .” Authorities say Holman had a list that mentioned his intent to “snatch a lil [sic] girl” and “throw” her in a trunk .
Police say the materials included duct tape, gloves, a first aid kit, condoms, a shovel and a flashlight .
Detectives say they also found a number of child pornography images on Holman’s electronic devices from a “well-known international website of child erotica and child pornography,” including a set of images that allegedly exploited a child between the ages of 8 and 10 years old .
Investigators also said Holman used his cell phone to record a “live video” of a 5-year-old child at a local store . It’s unclear if the child was his intended victim .
Holman reportedly admitted to taking the video and making the list, but did not explain why he did it .
Holman was arrested on charges of attempted kidnapping and possession of child pornography .
Authorities said he has previous arrests for domestic assault and drug possession .

(AP) — U .S . officials announced approval Tuesday of two large-scale solar projects in California and moved to open up public lands in other Western states to potential solar power development, as part of the Biden administration’s effort to counter climate change by shifting from fossil fuels .
The Interior Department approved the Arica and Victory Pass solar projects on federal land in Riverside County east of Los Angeles . Combined they would generate up to 465 megawatts of electricity, or enough to power about 132,000 homes, according to San Francisco-based developer Clearway Energy . FORT LAUDERDALE, Fla . -- A Florida man is facing charges after being linked to almost 60 pornographic videos of a missing 15-year-old girl who police found alive .
The South Florida SunSentinel reports the girl's mother found images of her daughter that had been posted on Periscope, Pornhub, Modelhub, Snapchat and other websites months after she went missing .
In the videos, the girl was with a bald man whom police recognized as someone the girl was with in February, when a convenience store clerk recognized her and called authorities .
Store surveillance video showed the girl trying to shield her face so the clerk couldn't see her . The girl and the man got into a Dodge Challenger with another man and drove away .
Investigators eventually linked the car to 30-year-old Christopher Johnson and conducted surveillance at the man's apartment in Davie . On Tuesday, they arrested him after he and the girl got into a black Dodge Challenger .
The girl told detectives that many of the porn videos had been made at Johnson's apartment, according to a police report .
Johnson denied having sex with the girl, but "the victim stated that she got pregnant from the defendant and he took her to the clinic to have an abortion," Detective Adam Granit wrote in the report .
No other details about the victim were provided, including why she left home or where she is now .
Johnson is charged with lewd and lascivious battery on a child and is being held on a $75,000 bond . A lawyer for him wasn't listed in jail records .

A Hephzibah man has been charged for receiving child pornography and attempting to have sex with an 11-year-old girl .
Thomas Lee Nelson, 79, was charged with non-aggravated child molestation and with the computer or electronic pornography and child exploitation prevention act . He was booked at the Charles B . Webster Detention Center on Monday .
According to arrest warrants, Nelson received a video from an 11-year-old girl that showed her masturbating . The video was received through the Google DUO app, a simple video-calling service app around June 19, 2021 .
Between May 2018 and July 2021, Nelson attempted to have sex multiple times with the girl at his home on New Karleen Road . Nelson also allegedly fondle the victim's private parts and her breasts with his hands .
