Child prostitution in Ukraine has been described by Juan Miguel Petit, Special Rapporteur on the Sale of Children, Child Prostitution and Child Pornography for the United Nations , as a major problem in the country. A research publication "2016 Findings on the Worst Forms of Child Labor" prepared by Bureau of International Labor Affairs reports that the Ukrainian children engage in the worst forms of child labor including production of pornography and sex work. Orphaned, homeless, and street children are trafficked both domestically and transnationally. [1]
In the past the majority of prostitutes were girls from urban districts. Now most victims of child prostitution in Ukraine come from small towns and rural regions, [2] and prostitution of Ukrainian boys has increased.

The Ukrainian legal system does not provide a clear definition for "prostitution" and "child prostitution". [3] It levies a harsh punishment for the involvement of children into commercial sex work, but their clients are often not prosecuted. As a result, the children become liable for their own exploitation. [4]

Ukrainian independence in 1991 brought to the nation all kinds of freedom and high aspirations of a bright economic future [ citation needed ] . In 2005 Ukraine plunged into a first economic crisis which quickly spread across the country hitting the most vulnerable groups of society hard. After the first wave of economic issues, the local data demonstrated a short recovery in 2006, but this was just a preface of system crises of 2008 . Economy of the Ukraine faced the crises being under pressure of financial debts, high inflation, unstable national currency and ubiquitous corruption . The bad economic situation of 2008 was aggravated by accumulated social problems, like poor education, inappropriate healthcare and unfavorable demography. The absence of systematic and consistent reforms in Ukraine led to a wasting of huge budget spent for social programs. [5] As a result, the Ukrainian society experiences a high level of poverty, inequality of opportunities and uneven access of people to different public services. Subsequently, a number of divorces is growing and single parent family is becoming more and more common in Ukraine, [6] also the situation has a negative impact on children and enhances a problem of child poverty . [7] In poor families children experience a higher risk of being involved in criminal activity, prostitution and vagrancy. [6]

According to Ukrainian media the country along with Moldova and Portugal became a European center of child sex tourism . [ citation needed ] With respect to the situation Mark Capaldi, ECPAT 's head of policy and research, expressed a concern that the countries "see tourism as a fantastic economic development sector" ignoring the risks which international tourists impend to the children. [8]

The sexual exploitation of children is most obvious in Kyiv and some other big cities. Many children are forced to migrate there to get education and then they are getting involved into Ukrainian sex industry to support themselves. An involvement of Ukrainian adolescent boys into prostitution has risen a number of special concerns. [4]

There is a consistent trend of human trafficking from the Ukraine, especially women and children. International Organization for Migration reports that the Ukraine became one of the major sources of minors and females for their forced sexual exploitation; as a rule they are sold to Balkans , Central Europe and Middle East . An average price of Ukrainian girl is around $2,000 — $10,000 depending on her destination. In Israel a Ukrainian youngster may earn up to $50,000 — $100,000 annually for her pimp and have nothing left for herself. [9] According to the available statistics the number of Ukrainian children involved in prostitution is growing both domestically and abroad. [10]
UN Special Rapporteur on the Sale of Children, Child Prostitution and Child Pornography Juan Miguel Petit concluded that the human trafficking and commercial exploitation of children are major problems in the country. After his visit to Ukraine he filed a special report to the UN Human Rights Committee, which says that 10% of the victims of human trafficking are aged between 13 and 18. Children of Ukraine are being exploited in different businesses for example as servants, in street trading, and to provide sex services. A typical model of the human trafficking in Ukraine is that the children are becoming victims of sexual exploitation residing within their country. In the majority of the incidents the Ukrainian criminals lure the potential victims into debt and then force them become prostitutes. [11]

An estimation of a total number of female sex workers in Ukraine is around 70,000, 15,000 of them are at the 14–19. [3] A study performed by the Ukrainian Institute for Social Research demonstrated that 11% of Ukrainian women who provide sexual services are aged between 12 and 15 years old, 20% of Ukrainian prostitutes are from 16 to 17 years old. In some registered cases the age of Ukrainian girls involved in prostitution was as low as 10 years old. [2] [11]

There is no data about the age when Ukrainian children enter the sex industry, but there are some statistical data indicating that the average age of "sexual debut" in Ukraine is declining. In general it has dropped to 15-16 years, but for many situations it might be as low as 9-10 years. As to Ukrainian boys, it was reported that 3% of them had their first sexual experience at the age 11 or even earlier. Also a survey of Ukrainian children in the age group of 11-years old has shown that 21% of boys and 5% of girls admitted that they already had their first sexual contact. This situation apparently results from infiltration of Western mass culture of consumerism and degradation of traditional values among young Ukrainians. [2]

THE inside of the Dubai apartment that hosted a photoshoot featuring 40 nude models has been revealed.
The women, who are mainly from Ukraine, are facing up to six months' jail after being arrested when the footage of the shoot went viral.

Dubai police said they arrested a “group of people who appeared in an indecent video” on charges of public debauchery.
Videos and photographs showing the naked women, lined up on a balcony while being filmed, began circulating on social media on Saturday evening.
Pictures have now emerged showing the models lined up inside the apartment, in the city's upmarket Marina neighbourhood.
They are also seen from inside posing on the balcony in full view of the city.
As well as jail, those involved face fine of around £1,000 for violating public decency laws in the United Arab Emirates.
All of the models are understood to be from the ex-Soviet Union including Ukraine, Belarus and Moldova. 
There has been speculation that the women were involved in a shoot for an Israeli version of an unidentified US adult website.
A Russian man has also been detained and named as the organiser of the “lewd” shoot.
He is understood to claim he was in a nearby apartment and had filmed the spectacle showing the naked women.
TASS news agency later cited the Russian consul in Dubai as saying that a Russian man was being held in connection with the incident.
But a consulate source told Russian media outlet LIFE that no Russian women had been detained.
It cited a consulate source as saying: "According to the latest data received from the police of the Emirates, there are no Russian women among the detained.
“A Russian man was detained. According to the police, they suspect him of being one of those who sponsored the entire event."
State-linked newspaper The National reported it appeared to be a publicity stunt, without elaborating.
It came as a shock in the UAE where tamer behaviour, like kissing in public or drinking alcohol without a license, has landed people in jail.
Dubai police said those arrested over the indecent video have been referred to public prosecutors.
The UAE's public decency laws, which cover nudity and other 'lewd behaviour', carry penalties of up to six months in prison and a 5,000 dirham (£983) fine.
The sharing of pornographic material is also punishable with prison time and a fine of up to 500,000 dirhams under the country's laws, which are based on Islamic law, or Shariah. 
The pictures came as a shock in the federation of seven Arab sheikhdoms, where tamer behaviour - like kissing in public or drinking alcohol without a licence - has landed people in jail. 
Any person who lives in or visits the UAE is subject to its laws and there are no exceptions for tourists.

The UAE, while liberal in many regards compared to its Middle Eastern neighbours, has strict laws governing expression and social media.

Dubai also has strict social media laws that make it an offence to insult others or even use language where people feel insulted.
The laws also forbid anything “defamatory” against the UAE and this can even include the reporting of a news article.

Police in Ukraine have vowed to charge the parents of six young girls who took part in a 'lingerie for children' fashion shoot. 
The girls, aged eight to 14, were photographed wearing lacy underwear and shawls as part of a promotional campaign for fashion label Alla Frenkel's new line.
Frenkel's, which is based in Odessa, published the images on its website where they were branded 'sickening' for sexualising children.

The images were uploaded to Frenkel's online shop where they caused a huge public backlash for 'sexualising children'
User's took issue with both the products the girls were modelling and the 'adult' facial expressions and body poses they pulled
Frenkel was also planning a catwalk show featuring the same girls, though its future is now in doubt. 
Following the backlash police chief Larisa Zub, head of the juvenile department of the National Police of Ukraine, said she intends to charge the girls' parents.
'We will for sure charge the parents with an administrative crime in this regard – the improper performing of their parental duties,' she said.
'Such photographs may attract attention of people with mental problems.
'They may want to trace the address of the child's family and to follow the child.'
The police have called for experts to give their opinions on the pictures before a final decision is taken over the type of legal action - and who is prosecuted over the case. 
One critical comment asked: 'Aren't they too little for such facial expressions and body poses? Are you advertising paedophilia, or what?'
All of the girl were aged between eight and 14, and the photo shoot was supposed to be followed up with a catwalk show, though the future of this is now in doubt

Another posted: 'Where are the parents? What are you doing? These are girls, not underage prostitutes.'
A critic wrote: 'I am not at all a member of moral police but this is just too much.'
One commentor warned: 'You will end up in court – this is sexualisation of underage children. 
'This is the dream of a pedophile coming true. It is just horrible from an ethical point of view.'
'This is sickening. Whoever deigned this should be punished - and so should the parents of these exploited models'. 
Frenkel has indicated she sees 'nothing wrong' with the shoot while posting a message online which read: 'Poke your nose into clever books, not into other people's lives.'
Alongside the images, an advert in Frenkel's shop said: 'Nowadays, young ladies can afford to wear elegant and attractive lingerie!

Frenkel, who also produces adult lingerie, is pictured with the child models who are dressed in her skimpy lace products. 
Frenkel has a daughter the same age as some of her models, it was reported.  
Odessa model agency Playfashion has advertised for young models to take part in Frenkel's fashion show in the city on 20 October.
This is due to be part of Odessa Fashion Week.
The advertisement reads: 'We are inviting girls aged eight to 14 to take part in the Alla Frenkel collection presentation on 20 October at 8 pm at Odessa Fashion Week.'
However, following the involvement of police it is unclear this will go ahead as planned.
