Letting it sit empty is a waste and renting it at market value can have variable outcomes. If their goal is to fix it up over 10 years or just not keep it from declining, renting out property to strangers is not a cost effective way of doing that.

Keep in mind I didn't set any healing records when I did this but this is what the good holy priest in my guild told me to do.
Heal 1: Spam Heal, use flash heal when it procs, serenity on cd, GS when it's called for.
Shade 1: Put circle of healing down on the raid on cd, serenity anybody that is in danger of dying, keep swp on the boss and spam the fuck out of smite with mind games on shield/cd if applicable.
Heal 2: Repeat phase 1 with lust, occasionally dropping circle on raid if necessary.
Shade 2: Salvation before first ember blast, hymn at the end when healers started getting behind. Otherwise same as shade 1.

You should be using Serenity on CD and then every other cast is heal unless you have a flash heal proc.

Do you know how many people drive on 71 every day to go to work, go to other cities to spend money, move freight around? All of that money gets funneled back into the government via tax dollars which in turn goes back into maintaining the roads.
Building passenger rail is limiting an already expensive method of transportation to fewer overall tax benefits for the government to pay for these things.

Where did I say that? I said that your limiting a method of transportation that is already expensive to 2/3s of its potential revenue.
Sure, people will use it for travel and for work but you can't ship freight on passenger rail which makes up an absolute ton of the revenue generated by the highway system.
Think of it this way. Lets say you do build nationwide rail infrastructure to lessen the burden on roads and provide an additional transportation network. If the roads budget comes from revenue in 4 parts (work travel, personal travel, freight shipments, government subsidies) and doesn't turn a profit like you say, how is splitting the revenue generated by the highway with an even more expensive transportation network going to work out?
Highway: if a 100 mile stretch of highway generates $100M normally throughout a year and it costs $150M to upkeep it, the government has to add in $50M additional dollars per year to keep it running.
Rail: If you add a 100 mile stretch of passenger rail that costs $250M annually to upkeep, you now have to come up with not only the difference in revenue to upkeep but also have to put more money into the road system because the maintenance costs don't change but the revenue does. So let's assume you get an even 50% split highway/rail traffic.
So now your highway looks like ($150M maintenance - $50M tax revenue generated = $100M budget deficit) and your rail looks like ($250M - $50M = $200M budget deficit).
