This guide covers how to optimize your penetration as a damage dealer in PvE in The Elder Scrolls Online. Making sure your character has the proper amount of penetration is crucial to make sure you’re pumping out the maximum amount of damage you can be by bypassing your enemies’ defense (aka resistance). If your penetration is too low, you’ll be dealing less damage than your teammates. But, if you have too much, you’ll be wasting stats, and therefore again be dealing less damage than your teammates. The bullet points below shows how to optimize your penetration for PvE content based on common augmentations you’ll get from your own gear as well as your raid/dungeon party. Certain classes like Necromancer have additional penetration bonuses from their passives, so keep that in mind if you play that class as that may change some numbers!
NOTE: Enemies in PvE content in ESO have 18.2k resistance.

What would make me stronger overall, 6487 Physical Penetration together with 400 more Weapon Damage or 10,300 Physical Penetration without any additional Weapon Damage? 6487 Penetration + 400 Weapon Damage VS 10,300 Penetration = ???

Answer is it depends. Depends on if pve/pvp, depends on where you are (trials etc.) Penetration flat out reduces resistance. The thing is that after you reduce it to 0 you don't get benefit from the overpen. SO idealy what you want is getting enough penetration for the gamemode you're in and then get damage. For info, mobs in pve have 9K resist, while they have 18K in dungeons. 18K is also about what light armor users have in pvp. So the more resist the enemy has, the more you want.

That depends on the person youre attacking. High damage penetration makes you practically deal "full damage" against low and medium armored opponents. Heavy armor people can still withstand that, because they have high resistance both physical and magicka attacks. The 400 weapon damage + 6487 penetration would be best against lowly armored targets. Youd do more damage at them already, so 400 weapon damage would just increase that. high penetration would deal more damage to highly armored opponents, more comparable to them wearing medium armor. But you would do a bit less damage against lightly armored people. Its a trade off, i usually go with heavy armor myself with high physical resistance and spell resistance, so penetration damage isnt THAT good against me. Against my nightblade though it would do serious damage.

My way is 10k penetration on trash and normal PvE, and Sharpened staff (normally i use Defending) on Bosses.

If you want exact numbers you'll need to google the damage formula and apply your values (skill tooltips etc) to get the result for your particular numbers, otherwise we just can give general advices because it's not just a flat addition, there are a lot of other parameters in the equation.

Isn't 10k penetration way too much tho? I've heard that above a certain amount of penetration it becomes useless.

Base penetration - 100 Sharpened - 5160 (leg cp160) Two fanged serpent - 5000 (leg cp160) Cp tree maxed - 5280 (I think) Major Fracture or major breach - 5160 (I think) Without maxing the cp tree that gives penetration for either magicka or stamina the rest of these sources are plenty. Personally I find the close to 10k spell pen from sharpened and concentration passive plenty for any solo content, including vma. Even in vma though there are only a handful of bosses that sit at 18.5k resistance. A good bit of them are at 9kish and only one or two are at 12k or so. For everything else, group dungeons, 15k pen will do the job fine. In raids though that will likely be too much, by 5 or 6 thousand. Everywhere else penetration is irrelevant since the overland content, save a few world bosses, and what have you is so easy.
Disappointing... I expected this thread to be so much more interesting.

Basically. First off though there are far more useful places to put your blue cp than penetration. I'd max mighty first and foremost. Than probably 10-15% in thaumaturge and the rest in precise strikes. I get my pen from sets, passives (for mag dps anyway) or debuffs and use my cp for the trees I mentioned. To increase overall damage, dot damage or crit damage. But like I said, its really not necessary to run 18k penetration at all times. But yeah spriggans plus two fanged sounds a bit like overkill. You don't wanna neglect your weapon damage and crit chance just for a little extra penetration. Most stam dps I run or have encountered have somewhere between 3000-4500 weapon damage (buffed) and I wouldn't run less then 60% crit chance with major savagery (slotting expert hunter from fighters guild line or from weapon crit potions). Those two stats, as well as your total max stamina are just as important as penetration, probably more so, for upping your damage output. At least in my opinion. I play magicka dd's but the principal still applies for stamina. Major fracture is a debuff available from different abilities like s+b's taunt, pierce armor, a couple nightblade stam class skills and a couple other skill sources I dont recall at the moment. Find a source for your toon. Its worth it. Esoacademy has a buffs and debuffs list on their site that tells you all the sources for each buff or rebuff available in the game. Very helpful.
Vesperas posted... I thought sharpened was lower, off hand weapon must stack? And yes for dual wield they combine. 2580 for each sword, axe or dagger. Two handed weapons have 5160 at gold quality cp160. Includes all staves, bow, 2h axe, greatsword and so on.

I am writing this from the viewpoint of someone who does not use trial gear.
I've read that it's easier than ever to get penetration, but I just can't see it, unless people are talking about trial environments. The penetration CP got nerfed in CP 2.0, and outside of the lover mundus stone, it doesn't seem that easy to get.
If you use Hundings, Briarheart and Selene, you get 0 penetration from your sets. If you use a precise weapon (2h) then you get no penetration there either. This leaves us with the lover (mundus stone) and the paltry 1000+ from CP.
I would like to run the thief Mundus stone on my stamina sorcerer, but I feel like I'm stuck with lover because otherwise I have no penetration.
I've never before written a post about so much penetration before, and that along with lover, makes me feel all kinds of dirty. 😅
Also you could just use one piece of the kraugh mo after set. I paired it with slime craw
from CP you can only get 1400 penetration from 'Piercing' inside Extended Might
you can use 2H Maul to get 3300 penetration (from 2hs skill line passive called 'Heavy Weapons')
and you're stamsorc you could use Crystal Weapon as spammable to get extra 1000 reduce target armor
also you could use Razor Caltrop to debuff enemy with Major breach, anyway there's a chance to apply Sundering status effect from physical attack that gives minor breach. make sure to take 'Battle Mastery' CP inside Extended Might to increase chance to apply martial status effect
I’ve been using Stuhn’s Favour recently with 2 handed and dizzying swing and it’s an absolute beast. Well worth crafting a set. It gives about 7k spell and physical pen. Using with major breach and you melt through enemies.
I swapped briar for spriggans.. Its Pretty nice and easy to get.
I made a little calculator that you can use to calculate you pen. I think it has most sources of pen in the game.
It is really easy to hit pen cap this patch For Mag. I think it is a bit harder for Stam then it was but I didn't really pay much attention to it before.
You only need ~3202 pen as Stam (when in a group environment) just run a sharpened Greatsword or precise maul or 1 sharp dw with pen cp maxed. If your are solo, things like caltrops can help you with pen.
Change weapon to Sharpend, no one ever used precise on stam weapons.
Other than that if you are in a stamp group, wearing alkosh (DD or tank), and tank wearing tremor scale.
For stam dd's it's harder to reach pen cap but that's fine they have the most damage even after no able to reach pen cap
