I fixed this for our systems by switching from using the "archive" export (we use pfSense and the Openvon-client-export extension) to the "OpenVPN Connect iOS/Android" export file. I had to add the dev tun setting to the start of the ovpn file afterwards, but this single combined file seems to prevent the password prompt.

Having been a pfSense user for close to 8 years now and a Private Internet Access (PIA) user for coming up to 4 years, I decided it makes sense to document how to setup a PIA VPN with pfSense as a permanent VPN connection, then we will cover how to route certain devices through PIA whilst leaving all other traffic untouched.

If you don't export the private key it can't go to another computer. If the user has administrator rights there is nothing you can do to stop them exporting it to another computer.
For example, you can configure pfSense to host a WAN-side DHCP server (I assume it is capable of what I just mentioned). But certainly the process to set that up is most likely troublesome.
