Absolutely, positively stay away from all the "Sakura" games (Sakura Santa, Sakura Angels, etc.). And whatever you do, do not look upon the debauchery found in Qureate games!

Top nudity at least, though I think some physical editions and European versions have lower body as well. Hentai Uni, Hentai versus Evil, Crawlco, Waifu Uncovered all feature bare breasts at the least.
