Ponce, Puerto RicoPonce (US: PAWN-say, POHN-, UK: PON-, Spanish: [ˈponse] ) is a city and a municipality on the southern coast of Puerto Rico. The most populated city outside the San Juan metropolitan area, Ponce was founded on August 12, 1692 and is named after Juan Ponce de León y Loayza, the great-grandson of Spanish conquistador Juan Ponce de León. Ponce is often referred to as La Perla del Sur (The Pearl of the South), La Ciudad Señorial (The Manorial City), and La Ciudad de las Quenepas (Genip City). The city serves as the governmental seat of the autonomous municipality as well as the regional hub for various government of Puerto Rico entities, such as the Supreme Court of Puerto Rico. It is also the regional center for various U.S. federal government agencies. Ponce is a principal city of both the Ponce Metropolitan Statistical Area and the Ponce-Yauco-Coamo Combined Statistical Area with, as of the 2020 US Census, a population of 278,477 and 333,426 respectively. The municipality of Ponce, officially the Autonomous Municipality of Ponce, is located in the southern coastal plain region of the island, south of Adjuntas, Utuado, and Jayuya; east of Peñuelas; west of Juana Díaz; and bordered on the south by the Caribbean Sea. The municipality has 31 barrios, including 19 outside the city's urban area and 12 in the urban area of the city. It is the second largest in Puerto Rico by land area, and it was the first in Puerto Rico to obtain its autonomy, becoming the Autonomous Municipality of Ponce in 1992. The historic Ponce Pueblo district, located in the downtown area of the city, is composed by several of the downtown barrios, and is located approximately three miles (4.8 km) inland from the Caribbean coast. The historic district is characterized for its Rococo architecture, Neoclásico Isabelino, and Ponce Creole architectures.

Filiberto Ojeda RíosFiliberto Ojeda Ríos (April 26, 1933 – September 23, 2005) was a Puerto Rican independence activist who cofounded the Boricua Popular Army, also known as Los Macheteros, and its predecessor, the Fuerzas Armadas de Liberación Nacional Puertorriqueña (FALN). In 1990, Ojeda Ríos became a fugitive of the Federal Bureau of Investigation (FBI), wanted for his role in the 1983 Águila Blanca heist, which netted more than US$7 million (equivalent to more than $22.1 million in 2024), as well as a bail bond default on September 23 of that year. On September 23, 2005, he was killed during an exchange of gunfire with FBI agents after they surrounded the house in Hormigueros, Puerto Rico. The FBI operation in Hormigueros was questioned by local Puerto Rican authorities as well as international organizations. The killing of Ojeda Ríos resonated throughout the Puerto Rican community around the world. In response to questions raised in media accounts and by public officials in the Commonwealth of Puerto Rico, FBI director Robert Mueller requested an investigation by the United States Department of Justice Office of the Inspector General. The resulting report concluded that "the FBI agents’ use of force in the Ojeda operation did not violate the Department of Justice Deadly Force Policy" and that Ojeda Ríos had initiated the exchange of gunfire. The Commonwealth of Puerto Rico Civil Rights Commission subsequently conducted its own investigation of the incident and issued a report on 22 September 2011 wherein the Commission called Ojeda Ríos's death an "illegal killing".

Ricardo RossellóRicardo Antonio Rosselló Nevares (Latin American Spanish: [roseˈʝo neˈβaɾes]; born March 7, 1979) is an American former politician, businessman, neurobiologist and educator. He served as Governor of Puerto Rico from 2017 until his resignation in 2019. In 2021, he returned to active politics by receiving 53,823 write-in votes as a congressional shadow delegation member, becoming the first Puerto Rican politician to be directly nominated. He is the son of Pedro Rosselló, a former governor of Puerto Rico and pediatric surgeon. Rosselló studied chemical engineering biomedical engineering and economics at the Massachusetts Institute of Technology (MIT), researching adult stem cells, earned his master’s and doctorate from the University of Michigan and postdoctoral studies in neuroscience and neurobiology at Duke University. In 2010, Rosselló founded the political advocacy group Boricua ¡Ahora Es! to advocate for changing the current political status of Puerto Rico. Rosselló supports Puerto Rican statehood. Following several years of political advocacy, Rosselló announced that he would seek the nomination of the New Progressive Party (PNP in Spanish) for Governor of Puerto Rico in 2016. After winning the New Progressive Party primary, Rosselló was elected governor in the 2016 general election, defeating five other candidates. In July 2019, Rosselló faced widespread controversy after a group chat on the Telegram app between Rosselló and his staff was made public. The chat contained offensive language, including sexist, homophobic, and misogynistic, and elitist remarks, as well as discussions on the operation of Internet troll networks on social media. A message by one of the participants in the chat mocked the struggles faced by Puerto Ricans in the aftermath of Hurricane Maria, which had caused around 3,000 deaths, although this has been refuted by the author. The chat was later found to be “not original, edited, and manipulated” by an independent prosecutor. Notwithstanding, the leak led to widespread protests across Puerto Rico, with demonstrators calling for Rosselló’s resignation. On July 17, 2019, an estimated 500,000 people participated in protests in Old San Juan. Initially, Rosselló stated his intention to complete his term as governor, but he later announced that he would resign, which he did on August 2, 2019. In 2020, an independent prosecutor found that the chat was “not original, edited, and manipulated”, concluding that there was “no corruption or crime or intent of corruption or crime”. During his governorship, Rosselló was elected to be the president of the Council of State Governments (CSG), apart from being awarded the education policymaker of the year and recognized for outstanding achievements in public health. Rossello published The Reformer’s Dilemma in 2024, a book about his political experience and challenges with reforms. The book was a finalist in the American Book Fest. Rossello is currently the Chief Vision Officer for The Regenerative Medicine Institute, a longevity and stem cell research institute and clinic.

The bureau is headquartered in San Juan. The agency changed its name in April 2017 when governor Ricardo Rosselló signed into law the unification of the law enforcement and emergency service agencies of Puerto Rico into the Department of Public Safety. The agency was part of the umbrella organization for three years until Wanda Vázquez Garced signed legislation making the agency once again a separate entity. The current director of the bureau is Doctor María Conte Miller who was appointed by governor Wanda Vazquez Garced on October 8, 2019.

TelegramgateTelegramgate, also known as Chatgate or RickyLeaks, was a political scandal involving Ricardo Rosselló, then Governor of Puerto Rico, which began on July 8, 2019, with the leak of hundreds of pages of a group chat on the messaging application Telegram between Rosselló and members of his cabinet. The messages were considered vulgar, misogynistic, racist, and homophobic toward several individuals and groups, and discussed how they would use the media to target potential political opponents. The leak came in the midst of allegations by former Secretary of Treasury of Puerto Rico, Raúl Maldonado Gautier, that his department boasted an "institutional mafia" that Rosselló was involved in. The leaks also came a year after a previous scandal, dubbed WhatsApp Gate, involving other members of Rosselló's cabinet. Mass protests arose, reaching up to a million people at a single event on July 17. On July 22, up to a million protesters shut down the Expreso Las Américas, an 11-lane highway. While several of his staff resigned in the wake of the leaks, Rosselló initially refused to resign as governor and simply resigned as president of the governing pro-statehood New Progressive Party on July 21 and said he would not seek re-election in the 2020 Puerto Rican general election. By July 22, there had been eleven consecutive days of protests, near La Fortaleza, the Governor's residence in San Juan. On July 24, Rosselló announced that he would resign as governor on August 2. On August 2, Pedro Pierluisi, former Resident Commissioner of Puerto Rico was sworn in immediately after Rosselló left office, but was later ordered by the Supreme Court of Puerto Rico to abandon, since his swearing-in was not constitutional. Ultimately, the Secretary of Justice of Puerto Rico, Wanda Vázquez Garced, who was initially reluctant to take office, was sworn in as Governor of Puerto Rico. She became the second woman to assume the office and the first person to take over the position by succession and not by a democratic election.
