Message Behind the CPC 19th Fourth Plenary Session:
1. Establishing a healthy and complete active mechanism of safeguarding the national security in the Special Administrative Region.
It implies that the Basic Law in Hong Kong is flawed and there is the urgency to pass legislation for Basic Law Article 23* to ensure national security. Then the HKSAR government can also use the law to handle “External Forces”. There is no room for further delay.

It implies the State will have more control on businesses, and private entities must be endorsed by the Authorities. State-owned Enterprises will enter international market as “private enterprises”.

Keeping the armed forces under the Party's command and ensuring that the people's armed forces are completely loyal to the Xi’s ideology and the Party so as to safeguard China's sovereignty, security and development interests… and to build the Chinese army as the world-class military.
