Open Letter to the G20 Leaders on IP Bonds & IP CDOs
Victor MichelleUnlocking the $80 Trillion “Ghost Economy” of Intellectual Property
30 July 2025
Your Excellencies,
My name is Victor Michelle. I am the author and creator of IP Bonds and Intellectual-Property Collateralized Debt Obligations (IP CDOs). Over the past five years I have shared technical papers, pilots and regulatory road-maps with WIPO & other organizations.
This letter explains why that silence is dangerous—and how, in only 90 days, the G20 can convert $79 trillion of undocumented intangible value into productive capital without adding a single dollar of new sovereign debt.
The Problem
Brand Finance confirms that 79 % of global intangible assets remain off corporate balance sheets. Traditional accounting and bank regulations refuse to recognise patents, AI models, brands or data as collateral. The result:
• SMEs and scale-ups are starved for growth capital.
• Investors are locked out of the largest uncorrelated yield pool in history.
• GDP statistics chronically understate real wealth, distorting fiscal and monetary policy.
The Solution Already Exists
IP Bonds are structured, blockchain-registered debt obligations backed exclusively by cash-flow-generating IP. Features:
• 24/7 mark-to-market via exchanges.
• Senior/mezzanine/equity tranches rated by major agencies.
• Smart-contract waterfalls that automatically distribute royalties to token-holders.
30-Day G20 Action Plan & Immediate Commitments Requested
The technology is ready. The legal scaffolding is completed. What is missing is political leadership.
I invite the G20 to hold an open briefing during the next Summit in South Africa 2025, where we will demonstrate a live, regulated $10 million IP Bonds issuance backed by African SMEs' Green Patents.
Silence is no longer an option. The $79 trillion ghost economy must become the next engine of inclusive, green and digital growth.
Respectfully submitted,
Victor Michelle
