If you are referring to the time skip that has happened already it was after the Marine Ford arc where all the strawhats trained for 2 years separately. In the anime it post timeskip starts at episode 517 and in the manga chapter 598.

After the Marineford Arc, where Luffy saw Ace die in his own hands, Luffy got to know that with his current strength and knowledge + with his whole team they cant go in the New World where there are many more dangers.
Before Marineford Arc, Straw Hat team members decide that they will meet in Sabaody in 3 Days. But Luffy decided that his team should meet after 2 years considering the events happened in Marineford and in those two years they should get trained to face the enemies in New World. These two years are not shown and thats why it is called Time Skip.

Right after the Marineford war. Just before the war, at Sabaodi, the straw hats fought with Kuma and all got defeated. This was the first big defeat for the Mugiwara and Luffy sort of broke down after not being able to defend any of his crew mates. Skip ahead to the Marineford war, Luffy suffers yet another big loss: his brother Ace. This time, Luffy completely breaks down. Jinbe then reminds him that, instead of crying for what he lost, he should cherish what he still has, his nakama. Luffy decides to that all his crew mates should take some time away and train to prepare for the new world and that’s when the time skip happens.

If you're asking at what point in the show, it's after the Summit War aka Battle of Marineford.
Luffy and everyone gets separated by Kuma. After the war, it becomes painfully obvious they're all still too weak. So Luffy disbands the crew temporarily to have everyone train and become stronger before meeting up again at Sabaody Archipelago.

Episode 517 is the first episode of post-skip in One Piece. It is right after the Marineford Arc and the Post-War Arc.
The One Piece, known as Roger's treasure is actually the will left by Joyboy .. so it’s nothing but the piece of history that the world government has buried in their lies.

Freeing the Sky People and Jaya herself. The land that the God Eneru and his followers had made private property. These "yellow dwarves" should have stayed on the island for a crop cycle and then they should have left, freeing Java from foreign domination.”
Oda therefore uses elements that have a bearing on the true history of the world. Which means that by recognizing that same story that Oda uses, we can deduce the comic story that Oda wants to tell.
Returning to Joyboy and his prophecies then .. the one connected to Jaya doesn’t stop at the simple liberation of Java from foreigners.
He goes on to say: "When the iron chariots move without horses and the ships sail in the sky, Ratu Adil will come to save and reunite Indonesia, ushering in the dawn of a new golden age."
Ratu Adil in Javanese means Righteous King, and Joyoboyo in the past was considered a Ratu Adil (a righteous king)
So, we can assume that this Ratu Adil is JoyBoy..but in the Joyboy era the ships did not sail in the sky and the chariots were still pulled by horses.
We can assume then that it was Roger ... after all it ushered in the new era of piracy. but i don't think ships ever flew during his era, also he didn't save or unify any kingdom ..
Actually from what we understand from Roger's flashbacks, both he and Joyboy simply learned about the story and the prophecy itself .. but neither of them was able to perform the heroic deeds narrated by the prophecy since, both were born in the wrong era.
for example, when Roger flies to the sky, Skypeople are not yet ruled by God Eneru. This means that Roger's timing is the only thing keeping him from fulfilling the prophecy. He was not the man destined for that prophecy, his purpose was another. He had to pass on the One Piece story. The very story he had learned from Joyboy by reading the Poneglyphs.
In the manga Inuarashi says that normally one should learn about the mystery of the Poneglyphs and ancestral weapons on the island known as Laugh Tale.
But the journey they embarked on made that destination no longer worthwhile..
Why? Because thanks to Roger they already know what's on the island.
and thanks to Robin we discover the existence of the Poneglyphs.
BUT before we got to Wano we didn't know at all that the one piece and the Poneglyphs were connected. Or that some of them lead to the very last island.
I mean, the fact that there are some Poneglyphs that when read together show the route to the last island where One Piece should be, tells us everything we need to know.
Roger hasn't put any treasure on the island since the beginning.
He has only come to discover the treasure left by Joyboy .. and used his death to bring the whole world to discover that same treasure.
That is, the void of the hundred years that the world government has covered up.
Or better yet, a way to be truly free.
In my opinion Joyboy could have foreseen part of the future.
Probably its purpose was to unite all peoples into one great kingdom without any different social class. and the promise made to the mermaid princess at the time concerned transporting all sea creatures to the surface, through Noah and using the powers of the mermaid, to accomplish that unification between earth, sea and sky ..
(we will come to understand why he needed Noah.)
I assume Joyboy saw a terrible future. He probably saw the same demise of his people and his ideals of freedom at the hands of the association known today as the World Government.
What the government fears is the truth of those hundred years. What they did to rise to power.
So ..What they did? They exterminated the entire kingdom ruled by Joyboy, the righteous King who wanted to unify all peoples under the wings of freedom.
How? with the Pluton weapon, which they created.
Why didn't Joyboy use Poseidon and Uranus to defeat them? Probably because despite knowing Poseidon, Uranus was not yet born .. and had therefore deduced that not only would they still lose against Pluton, but that Poseidon would also fall into the hands of the government.
Remember that Pluton was created to stand up to two ancestral weapons. So with only Poseidon available, there was no chance of winning.
I assume this was also the time he predicted that later a new righteous King would show up to challenge the world.
So to be sure that the world government did not succeed in the enterprise of getting rid of his ideals completely, thanks to the people of Wano he created the Poneglyphs, scattering them around the world.
Roger sets out on his adventure and discovers Joyboy's "treasure". But he, too, finds himself with his hands tied, from being born in the wrong era. The new Poseidon is not yet born after all. So he decides to be captured by the navy (knowing full well that his death is near) and with his last words creates a cyclone capable of shaking the whole world to find what is now also his treasure. The One Piece.
I've always found it curious how Oda interrupts Clover from saying the name of the great kingdom that the world government has destroyed.
I mean why not say it? a name cannot change the enormity of everything the old man had already said. He had accused them of making that kingdom disappear, even saying that that kingdom had created the Poneglyphs to preserve their history… so what difference would it make to know the name of the kingdom?
Unless that name of the destroyed kingdom, was not already known… as One Piece. The famous treasure told by Roger in his last words.
this would explain why the old man is interrupted and why Robin's city is exterminated. They got too close to the truth. After all why should Roger have named his treasure "One Piece"
unless it's really "one piece" of missing history.
to sum up, One Piece is the missing piece of the history of an ancient kingdom that would ensure freedom to the whole world.
JoyBoy probably was in charge of this kingdom and could foresee the future. He saw their defeat at the hands of the association known today as the world government .. and then decides to transcribe the will of their dream into the Poneglyphs (which are indestructible) in the belief that one day someone would succeed in what he failed.

First of all the mystery about the so-called will of D.
At this point it makes sense to me to think that the D clan are ancestors of Joyboy's reign.
Otherwise why would Whitebeard say "the man Roger was waiting for is not you, Teach"
I mean why take Teech as a possibility in the first place? Maybe because he too has the D in the name?
He's basically saying even if you're part of that bloodline… you're not the man Roger was waiting for, and the reason is quite simple. Exactly like the other emperors Teech wants to "rule"
On the contrary, Luffy just wants to be free, which takes up the whole matter on what Joyboy wanted to achieve ... that is absolute freedom for all peoples.
Also, The will of the D .. could simply be “the will to Dream.”
In fact, during Skypiea, Robin finds an inscription that reads:
“Keep thy motives in heart, with closed mouth. We are those who will weave history with the ringing of the great belfry.”
