Although it seems like it should work, the last two mates, a Revolute mate and a Parallel mate (both with no movement limits) work independently but when both are unsuppressed no assembly movement is possible and errors are apparent in the tree.

That's a theoretical possible position and white has mate in 1 (it's no stalemate). Shouldn't be there an exception for this position, even if this is a draw by insufficient material?

Components move to the position defined by the mate, but a mate is not added to the FeatureManager design tree. You can move the component away from its position by dragging it or adding another mate to it.

I second the use of the mate controller. As far as mate stability, using standard mates around planes in the part files are the most robust. Planes do not change once created. Second most stable would be faces. If you have to do them, use the standard mates and nothing in the advanced tab.

When an assembly starts to get squirrely, I try to create sub-assemblies to segregate the mate solutions, go back and define things with more standard mates, and generally try to keep the total mate count under about 500 maximum.
Not sure where the origin lies. If the two "center planes" lie on one another, make them coincident. If not. Use the width mate attaching the center plane of the inside component to two symmetrical faces of the outside component. Then, you can use a limit mate along the axis perpendicular to the the previously mated center plane.
