I can't imagine that making a 13-year-old girl strip, even to underwear, in the yard and then hosing her down with cold water will do anything more than deeply humiliate her and make her resent her sibling, which will destroy their relationship, even if only in the short term.
Any touching of a child's or teen's genitals for the needs or sexual pleasure of an adult or older child is sexual abuse, and while it may not cause immediate physical harm to the child, it is abusive. Children cannot give permission. A child can willingly participate in sexual behaviors with older kids or adults, and it is still sexual abuse.
Firstly, beating yourself up about being a year older than your brother when the bathtub incident occurred isn't productive. Consider this: a year after the two of you started playing in the bathtub, your brother was the same age as you were when you began. Yet, he continued to participate in the game each year after that.
They still get a bath together because it's easier on us, but I fear they may be getting too old for this. What age did your kids stop getting baths together for a brother/sister?
