Why do citizens trade 200 death runes for cats?

West ardougne citizens will trade you 200 death runes for your mature cat.

The basic lore is that they take your cat and train it to fight rats that spread the "plague".

But we know the plague doesn't exist. Iban created the mass destruction in West Ardougne and the plague was an East Ardy cover-up.

So where do these citizens come up with the 200 death runes to give you? What are the death runes for?

It happens after you kill the powerful sorcerer Iban, you aquire his staff which has 200 charges. Each charge requiring one death rune.

Isn't it a little convenient that these citizens who were potentially mind-controlled by Iban are now giving you the exact amount of runes to fully utilize his powers? Citizens have no use for death runes, but Iban certainly did.

If Iban was behind this to begin with, was he trying to give himself access to death runes at a later date? Iban influenced lands from afar, but maybe he sought more power and control in the future.

Given how powerful Iban was, his influence spreading throughout much of RuneScape, how likely was he to unintentionally leave behind a convenient way for an adventurer to dethrone him? Really, rsps and a bunch of cages?

As the player ventures deeper into the underground pass, the player becomes more and more corrupted, first killing the unicorn, then the three paladins that offer you food and company. Reaching the center of the underground pass, these are several indicators that the player has already succumbed to Iban's influence.

Then after "slaying" Iban, the player takes his staff and has access to one of the most powerful spells in the game. That player then goes around Gielnor slaughtering bosses left and right with Iban's Blast, while periodically going back to West Ardougne to restock on death runes.
