RAMSEY COUNTY, Minn. -- Two men have been charged with criminal sexual conduct for allegedly assaulting three 14-year-old girls.
Anthony Edward English, 28, and Emmanuel Allen Mulbah, 25, each face one count of third-degree criminal sexual conduct. Mulbah faces an additional count of fourth-degree criminal sexual conduct. The two were charged in Ramsey County on Friday.
The charges stem from an incident on June 10, 2021 when the two men approached three girls on a New Brighton beach and asked if they wanted to vape, the charges say. After about an hour, English drove the group to a liquor store and bought a bottle of strawberry vodka, put it in a water bottle and gave it to the girls to drink. They went back to the park where they continued to drink.
Eventually the group got back into the car and English drove them to another liquor store to get more alcohol and then to a motel. Two of the victims were in the backseat with Mulbah, who assaulted one of the girls, charges state. After arriving at the Motel 6 in Roseville, Mulbah continued to assault two girls and English sexually assaulted another in the bathroom. During this time, one of the victims said she was so intoxicated she could not remember the details. Her blood alcohol content was recorded as .28 at the hospital, charges state.
Two hours later, the men dropped off the girls back at the park, and a witness said she saw Snapchat videos of a girl performing oral sex on Mulbah in the backseat of a car.
Charges say that while officers were at the hospital with the victims, they received a call from English, who said he had met his friend "E-man" at the beach. He claimed that he didn't do anything sexual with the girls. At the hotel, a victim told him she was hurting, and he thought Mulbah "did something messed up" to her.
A month later, a detective took a statement from English in person, who said that Mulbah had forced him to go to the beach and drive to the liquor store with the girls. English admitted to sexually assaulting one of the girls in the bathroom, the complaint states.
Mulbah, on the other hand, chose not to speak with officers. He is a registered predatory offender, court documents state.

Woody Allen has made his film again.
You know the one. A young woman with metric f**ktonnes of attitude and sexual agency goes after a neurotic man.
In this case the girl in question (though we might as well go full Nabokov and call her a nymphet) is fifteen. And she comes on to Jude Law who is in his fourties. Similarly, Chloe Grace Moretz is starring in the grim looking I Love You, Daddy.
(Yes, they are making a film called that).
The upshot of these films is broadly speaking the same. Beautiful young women striving for relationships with men considerably older than them.
The response to the news that these films are being made is one of disgust. People are asking why, they’re questioning in what world Elle Fanning and Jude Law feels like an appropriate romantic pairing and some people have suggested that it’s unlikely that a woman that young would want to be with a man that old.
That last point is where my issues start.

I might not like it, you might like it, and we might all wish that is wasn’t true, but the thing is, teenage girls do fancy older men. They do desire them.
When we pretend that teenage girls don’t have a sexual identity, or that they don’t ever find older men attractive, we ignore the problem. When we ignore the problem, we allow it to flourish.
I attended an all girl Catholic boarding school where there was, as you can imagine, sweet FA in terms of male attention to be had. I had always assumed that man-drought was the reason that most of us developed a passionate crush on a teacher at some point in our school career.
But having spoken to women who were raised in slightly less bizarre circumstances, I’ve revised that assumption. It’s not just girls who go to school in the middle of nowhere with no boys to flirt with who form passionate romantic obsessions with male teachers.
It happens at every school, in every town, all over the world.
Don’t we all have that friend who dated an ‘older’ guy when she was at school? I have more stories than I can count of sneaking out of school to meet up with men in their twenties and thirties so that we could drive around in his car drinking the alcohol he’d brought us and sneaking an illicit cigarette.
When you’re a teenager it doesn’t take much to make you feel sophisticated. Drinking, smoking and the ability to drive feel like the trifecta of adulthood, and if you’ve got even two of the three, you’re impressive.
Dating a teenager is a particularly intoxicating opportunity for men who struggle with women their own age. The benefit of being an older man is that you’re able to attract more conventionally attractive girls.
A younger woman will look up to you. She’ll listen to you. She’ll see you as wordly, she’ll see you as impressive. If you tell her she’s ‘mature’ for her age, she’ll believe you.
Which is exactly why men have a responsibility not to pursue younger women.
Even a small age gap – mid teens to early twenties, still carries this kind of imbalance. The vast majority of men would never want to accidentally take advantage of a younger woman. When it happens it’s not motivated my malice or designed to be predatory. It’s because they don’t realise that they’re acting from a position of power.
I draw a line in my head between the older men I fancied at a teenager who resolutely refused to engage with it, and those who indulged it or even courted it. There were teachers who let me embarrass myself with clumsy childish flirting but never encouraged me for a second. I feel intensely grateful to them now. I would have done literally anything that they wanted.
There were also people who weren’t so scrupulous. A boss who groped me whenever he could. Older men at parties who made comments about my body or came on to me. I remember them too. And I wish they’d known that I didn’t fancy them because they were interesting or attractive, but because they seemed powerful to me.
They weren’t powerful. They were sad men who were dazzled by youngness and flattered by my attention. They didn’t pause to think about the fact that I would remember how they ran their hands over my body or asked me if I was ‘still a virgin’.
But I remember. Ten years later I remember in technicolour detail, and I judge them.
So Woody Allen isn’t wrong to make his film again, at least not per se. He’s wrong about lots of other things, but the storyline of a young woman falling for an older man is an accurate one.
I just wish that for once the older man would brush her off and encourage her to go off and find someone a little closer to her age to explore with, at least until she reaches the status of a legal adult.

It is true some teenage girls fancy older men, some go as far as flirting with grown men including their teachers, but it is in your place as an adult to never engage or encourage them.
I was at a bus stop waiting for someone on a Monday morning and something unusual caught my attention. There were many teenage school girls everywhere just hanging around. Some of them were not even making efforts to catch buses. These girls only hop into specific buses or cars.
I needed to understand what was happening, so I got back to the same bus stop the next morning and the same scenario played out again. It aroused my curiosity, I had to ask questions.
I approached some hawkers and petty traders around who revealed to me how these secondary school girls are girlfriends of bus drivers, bus conductors, keke riders, okada men and some older men.
These girls hang around bus stops waiting for their boyfriends to drop them at school, go home with them or go to hotels whenever they felt like it.
This is what goes on in every nook and cranny of our cities especially government schools with very large number of students. I wasn’t surprised when a friend by name Amonia Rita Stewart on social media narrated her experience about this worrisome trend.
She said: “If your daughters, sisters, cousins, nieces, househelps attend Rumuokuta Girls, always try to check if they are really in school. The way I see girls between the ages of 12-17 wear school uniforms to school in the morning, look for one corner on my street and change into mufti then follow one boy or mature men is appalling. And when school is about closing you see them come and wear back their uniforms.”
Our little girls are no longer little; grown men with no shame are preying on them. These men know how gullible, insecure and desperate these teenagers want to feel like they matter, flattered, attractive. They know how they want to be treated like adults, have adult conversations, and looked at with adult eyes.
They know how these girls see their relationship with them like their gateway to adulthood, so, dating teenagers is a huge opportunity for these men who struggle with women their own age.
It is an emotionally and intellectually unbalanced relationship, which is exploitative and manipulative. These girls are passive around these men. They look up to them, believe them, listen and obey them, and want to please them. These girls are easily impressed by these men because they don’t know better.
Being found attractive by grown men make these girls feel good and confident. Some of them even begin to drastically alter their personalities to fit into what these men like.
Dear parents, grown men are liking your girls in a way adults should not like children. As a parent, your responsibilities doesn’t end with paying school fees, feeding, clothing, shelter, pocket money, transport fare etc.
Your girl child is gullible and falling for a deadly soul whose plans for her is sex, drugs, alcohol, pregnancy, dropping out of school, sexually transmitted diseases, abortion and probably death.
Teenage pregnancy is often as a result of irresponsible behavior of older men. These men damage these girls’ minds and bodies and abandon them like used tampons when they get pregnant. Trying to get rid of their unwanted pregnancies may lead to health complications and even death in some cases.
It is upsetting seeing adults resort to preying on little girls in a harmful and unhealthy relationship, rather than seeking out women their own age. It is a very costly mistake to everyone involved from the child, parents, and the society at large because these men often don’t have sex with these girls with protection. They believe they are still clean and these little girls lack the experience and guts to call them to order.
No normal and responsible adult would want to be with a teenage girl, only paedophiles and ritualists do so. They manipulate and even threaten these girls because they know that the relationship is wrong on every level which is why it is always kept secret.
It is true some teenage girls fancy older men, some go as far as flirting with grown men including their teachers, but it is in your place as an adult to never engage or encourage them. It is your responsibility to encourage them to go for someone in their age range, although they may consider boys their age immature.
We cannot continuously turn a blind eye to this trend. When we pretend in the name of minding our business, we ignore the problem and allow it to flourish. If you see some of these sneaking around, call them to order, report them to their schools and even to their parents.
The adults who are paedophiles should be called out, embarrassed and reported appropriately. Hotels must not allow grown men bring in little girls to defile in the name of business.
Teachers must keep a close eye to know when these girls resume and leave school and also report to their parents. Parents should continue to educate their sons and daughters on the dangers of growing too fast. You must be their friend and be very observant. Pay them unscheduled visits in school as well.
