Ohio Voters Approve Issue 2, Legalizing Recreational Marijuana

COLUMBUS, Ohio — Ohio has become the 24th state to legalize recreational marijuana after voters approved Issue 2 in Tuesday’s election. The measure, which allows adults 21 and older to purchase, possess, and grow cannabis, passed with strong support despite opposition from some state lawmakers and conservative groups.

What Issue 2 Does

The new law permits:

Adults 21 to possess up to 2.5 ounces of cannabis and 15 grams of concentrates.

Home cultivation of up to six plants per person (12 per household).

A 10% sales tax on marijuana products, with revenue funding social equity programs, addiction treatment, and local governments.

Regulation through a new Division of Cannabis Control under the Ohio Department of Commerce.

Mixed Reactions

Supporters, including the Coalition to Regulate Marijuana Like Alcohol, celebrated the win, arguing that legalization would curb the illicit market, generate tax revenue, and reduce unnecessary arrests.

'Ohioans showed tonight that they believe in sensible drug policy,' said Tom Haren, a spokesperson for the coalition. 'This is a victory for criminal justice reform and economic growth.'

However, opponents—including Gov. Mike DeWine (R) and some GOP legislators—warned of potential public health risks and hinted at possible legislative changes. 'We respect the voters’ decision, but we need to ensure proper safeguards,' DeWine stated.

What’s Next?

While Issue 2 takes effect 30 days after the election, lawmakers could still modify the law, including tax rates or licensing rules. Meanwhile, Ohio’s existing medical marijuana dispensaries are expected to expand into recreational sales by mid-2024.

With this vote, Ohio joins neighboring Michigan and Illinois in legalizing adult-use cannabis, signaling a continued shift in Midwest drug policy.
