Oathkeepers still suck. The lack of a PvP buff, if intended, doesnt make any sense other than fear. If the bonus is relegated to PvE only then the charge time makes is too long. The time it takes to charge max damage you could've just shot the bow 3-4 times and achieved more damage in the same window.
