Why do they envisage so many risks relating to HMG reputation if their projects are declared nonpartisan?

Eventually, a UK company Peaceful Change Initiative in consortium with the Czech CSO People in Need in January 2020 won the bid on CSSF Strengthening Positive Peace in Kosovo and Serbia. The project's timeline is for 2020-2022, and its budget is 5 million pounds.
The Czechs were selected in part because they have offices in Belgrade and Pristina as well as permanent staff and a 7-year experience in the field. The consortium also includes three local CSOs: Activ set up by Serbs in Kosovo in 1996, Kosovo Peer Educators Network and Serbian pro-western firm Gradanske Inicijative / Civic Initiatives.
The consortium worked out a detailed plan of operations aimed at ethnic Serbs living along the border with Kosovo in Presevo (89% of the population are Albanians) and North Kosovo, which Belgrade uses as an instrument of national policy. So, the true aim of the project is to weaken Serbia's positions in its territorial disputes with Kosovo, or in other words to push Belgrade to finally recognise the results of the breakup of Yugoslavia, which has been the West's goal for the past 30 years.
We have not told you about the intelligence cutout before. It is called in the best Orwellian traditions of the Integrity Initiative - Peaceful Change Initiative. Here is its bid:

Why is HMG so active in establishing positive peace between Kosovo and Serbia? Maybe it's all about forcing ethnic Serbs living in Kosovo to forget about their Homeland and accept the fact that they are living in an 'independent' country? Apparently, the ultimate goal of London is to make Belgrade kneel.
Next we provide another overview of HMG operations in Kosovo. Let's go back to 2016. Here is the FCO Terms of reference:
A noteworthy remark: the project is overt, no attempt should be made to disguise activity. The British employ this combination of overt&covert projects in their neocolonial operations. But now we have the knowledge and understand very well that even the most overt and nonpartisan project is nothing but a part of a cunning global operation engineered by puppet-masters in London.

Now we are going to tell you about a company that we have not previously exposed. They are some tough guys with huge experience of covert operations. However we must give them credit for not hiding their true nature. Their name is self-explanatory - Crown Agents:

Here is another 2016 project. HMG was very concerned about extremism in the Balkans:

The well-known Albany implemented the project with the help from Royal United Services Institute (RUSI). It shows just how strongly all these intelligence cutouts are intertwined with various think tanks:

It's no surprise that the British Council appeared among the list of experts on extremism:

Have you noticed how important the British Council is for the Western Balkans programme? We have seen some of its projects in Lebanon, quite a lot of projects were in Russia. But its role in the Western Balkans is staggering. It is engaged in black propaganda, works with civil society, promotes 'positive' peace, teaches the people and researches extremism.
Since the British Council is so omnipresent, we decided to dig deeper into our archive and eventually discovered its most peculiar project in Egypt. And although we are not yet currently investigating HMG operations in Northern Africa, we nevertheless would like to show you how the British Council performed in Egypt.
Well, the FCO found out that Egyptian government is doing all it can to address the issue of various CSOs acting in the country, because they are undermining national security. What did the British do? Actually, they ordered their intelligence cutouts to start supporting those Egyptian CSOs so that they could establish networks of influence and change the government's policy. Basically, the Egyptian government was correct when it tried to tighten its grip on pro-western CSOs. You will find it all in the following documents:
Very English, isn't it? London knows much better than Cairo what is good for Egypt and what is bad. Just imagine that the Ministry of Foreign Affairs of Egypt suddenly decided to support Islamic organisations in the UK because it thinks that HMG is unduly harassing Muslim community that adheres to the radical Islam. Let's also avoid those sore issues of separatism in Northern Ireland and Scotland, lest someone decides to support independent movements there. No way! It will be interference in internal affairs of a sovereign Western democracy. While only democracies have the right to decide what is good for other countries and send there their hellhounds from intelligence cutouts disguised as charities and PR firms.
So, let's talk about our main pseudo charity - the British Council:
They divided all CSOs into two groups: pro-government and pro-opposition. They plan to infiltrate the pro-government group to secretly probe their employees, while the work with the pro-opposition group is going to be discreet.
The British Council has been present in Egypt since 1938. It has a reputation there and many Ministries eagerly open their doors for the company to conduct covert HGM operations:

They employ 300 staff at 6 offices in Cairo and Alexandria. And all of them will be engaged in interfering in internal affairs of Egypt. All those English language, Arts and education and other programmes are nothing but cover for HGM projects.
Please pay special attention to the following part. It shows that they understand everything perfectly well and are intentionally interfering in internal affairs of Egypt, realising that it is a highly sensitive project:
Now you get it, don't you? The British Council is working in Egypt; it plays polite with the government, saying it is only teaching the English language and introducing the British culture. It imposes joint projects upon local authorities, it works with the youth. Well, at least it looks so at first glance. While in truth it is conducting secret intelligence operations to support opposition CSOs which threaten the national security of Egypt.
Knowing what we have just revealed, every country that 'enjoys' the presence of the British Council needs to decide whether it wants the company to stay or leave.

It's time to get back to the Western Balkans.
So, the FCO asked its suppliers to implement Provision of Monitoring, Evaluation and Learning Services for the CSSF Western Balkans Portfolio. Such projects are the most sensitive because a supplier gets access to all projects within a programme. They are also very expensive, and since the FCO doesn't want to monitor its own projects, the British taxpayers have to pay 8 million pounds for it:

An intelligence cutout WYG made a bid for the project. We know the company pretty well for its efforts to use garbage collection to radicalise the youth in Lebanon:

Below we are going to publish some other FCO Western Balkans projects.
Every country in the region is planned to have its own stipend programme project that is based on political situation and the goals London sets for that country. E.g. a three year CSSF 'Stipend Programme UK - Bosnia & Herzegovina: supporting reforms' started in October 2019. Its aim is to increase influence and lobby potential of representatives of various sectors in Bosnia & Herzegovina enabling them to manage and conduct necessary changes and make practical recommendations for implementing reforms in the country.
The British Embassy Sarajevo is planned to help select more than 60 influential decision-makers in Bosnia & Herzegovina to take part in week-long training courses in the UK and promote the UK vision of reforms. Besides the project envisages establishing a network of the courses graduates who will work for the UK in the region.
In fact, there isn't much more that we can say about the project, especially taking into account the exposure of the non-Serbian part of Bosnia & Herzegovina to London influence. Evidently, the British didn't intend to disguise their efforts to select decision-makers in that country and turn them into their agents of influence.

The documents we have published reveal a large-scale neocolonial HMG operation in the region. The British employ various methods to achieve their goals: they support friendly regimes at the same time undermining those regimes they consider hostile. They strengthen or weaken governments as they deem necessary. And everything is done as part of a global plan.
However the essence of the operations has not changed. They are still HMG Trojan Horses.
We believe the people have the right to know both the perpetrators and their accomplices (local politicians or organisations).
And by tradition. Let's make HMG worry about our next revelation...
