In 1960, Disney released the movie “Pollyanna”, where the opening sequence is a young boy skinny-dipping. In the film, they show him nude from the back. However, when they were shooting the film, the cameraman filmed the young boy’s penis. In postproduction, they edited that out. Today, you can go on the Internet and watch the original, unedited footage showing the child actor’s penis. Whenever they make a movie they film a lot more footage than they use. They have multiple takes. In this case, they filmed hours of footage of the naked boy. In the original footage, you see close-up shots of his penis. When they made the movie in 1960, they never imagined in the future anyone would see the unedited footage.
In the 1973 movie “Tom Sawyer”, Tom and Huck are skinny-dipping. The child actors were nude. They have multiple camera shooting from different directions, so there were always cameras filming their penis. In the 1968 movie “Oliver!” based on the musical, the child actor playing Oliver appeared in the nude. They filmed the child actor’s penis. In the past, it was common for child actors to do nude scenes, and they would always film the child actor’s penis, knowing that later the shots of his penis would edited out of the final version of the film. Today, you can go on the Internet and watch the unedited footage of the film showing the child actor’s penis. Often, you can see very close-up shots of the child actor’s penis.
Luckily, things have changed in the last 50 years. I spoke with Carol Lynn Sher, director of commercials, print for young talent at the CESD agency. Sher noted, “In California, the current child pornography laws apply and nude photos are not allowed to be taken or exhibited. It is not legal to photograph or share photos of nude minors. Nor is it legal for children to be exposed as nude or exposed to nudity on sets, even if no photos are taken. The parent is to be within sight and hearing distance of the minor, and the set teacher is the moral protector on set. Anyone even encouraging the violation of the child labor law is subject to fines of $10,000 and above and legal punishments.”
Anne Henry of the BizParentz Foundation further explains, “I think the distinction you are looking for isn’t just nudity, but the definition of ‘porn’ and ‘lewd’ and ‘lascivious acts.’ The reason is that nudity by itself is not illegal—it is sometimes considered art. Think of photos of naked babies. Not lewd, right? But add a particular position to that nudity and it may become lewd.
“Laws for this vary by state. In California, not only is it illegal for you to perform a lewd act on a child, but it is illegal to depict a minor in a sex act, whether or not one actually occurred,” she says.   
“There are lots of ways to handle this today. Using an adult body double is one way. Sometimes there are flesh-colored bodysuits available, but I would venture to say that most parents would not allow this either, since it still subjects the child to a little too much. Mannequins can be manufactured to look exactly like the child.
“In California, we have that added layer of 24/7 studio teachers. They are entrusted with the moral welfare and safety of the minor in addition to school. They would prevent a nude scene from happening. Parents are also required to be there 24/7. They could be charged with child endangerment if they allowed a lewd nude scene to happen,” Henry continues.
“In the big picture, we are pretty safe here in California, but in other states, not so much.” Parents and child representatives have to be ever-vigilant.
Let’s say you are watching a typical sit-com on television. It starts with a wide angle view of the set, then focuses on one actor’s face while he’s delivering dialogue, and then pulls back to show several actors, then cuts to another camera filming from a different direction. That means they had several cameras filming the whole time, and after the scene was shot, they edited it together. Now imagine a scene where an actor or actress has a nude scene. Even though they don’t show private parts in the final version, since they had multiple cameras filming from different directions, there were cameras filming the private parts, but that was edited out of the final version. What do you do if the actor doing the nude scene is a child actor? It was quite common to film a child actor’s penis. When you watch the final version in the movie theater or on TV, you see the child actor in the nude from the back. Sometimes, they show a side view, such as these scenes from a movie titled “Man of Ashes”.
If you watch the original unedited footage of a movie where a child actor has a nude scene, you will see the child actor in the nude from the front.
Here are other movies and TV shows where they filmed a child actor’s penis.
Eerie, Indiana (NBC, 1991-1992) “Who’s Who”, 11 November 1991 Sara Bob (Shanelle Workman) is an artist in a family of hellion brothers and a lazy father, all of whom expect her to do everything for them. With the help of an Eerie No.2 pencil, she discovers that when she signs her sketches, they become reality. At one unbearably frustrating juncture, she sketches her brother, Bob Bob (Dannel Evans, 10 years old) in the nude, then signs the sketch, and suddenly he’s running around the back yard in the nude, yelling for help. We see him nude from the side, as his father, Bob (Richard Grove) is heard yelling, “Bob Bob, what do you think you’re doing? You can’t run around outside like that.” Freaks and Geeks (NBC, 1999-2000) “I’m With the Band”, 13 November 1999, Sam Weir (John Francis Daley) has his clothes stolen at school, and has to “streak” through the halls behind a now-famous “blue modesty dot”.
Soup and Me (TV short, 1977) Janice (Mary Margaret Patts) is the conniving nemesis of Soup/Luther (Christian Berrigan) and Rob (Shane Sinutko), buddies of about 12 years old, about the same age as Janice. When they go skinny-dipping in a local pond, she takes the opportunity to steal their clothes, leading to their embarrassing nude run to a local second-hand sale, where they can only find women’s clothes for their trip back into town. We see Soup and Rob in the nude from the back.
Oliver! (1968) is a 1968 British musical drama film directed by Carol Reed, written by Vernon Harris, and based on the 1960 stage musical of the same name. In this award-winning adaptation of the Broadway musical based on the Charles Dickens novel, 9-year-old orphan Oliver Twist (Mark Lester) falls in with a group of street-urchin pickpockets led by the Artful Dodger (Jack Wild) and masterminded by the criminal Fagin (Ron Moody). At one point, at Fagin’s hideout, they show Oliver in the nude from the back.
Tom Sawyer (1973) is an American musical film adaptation of Mark Twain’s 1876 boyhood adventure story, The Adventures ofTom Sawyer, directed by Don Taylor and starring Johnny Whitaker as the title character, Jodie Foster as Becky Thatcher, and Jeff East as Huckleberry Finn. Best friends Tom Sawyer (Johnnie Whitaker) and Huckleberry Finn (Jeff East) spend their days in their small Mississippi hometown causing havoc and having fun wherever they go. When the young Becky Thatcher (Jodie Foster) moves in to town, it throws an unexpected wrench into their friendship. The movie shows Tom Sawyer and Huckleberry Finn swimming in the nude.
Konrad (TV Movie 1985) Konrad is a perfect instant child “born” in a factory at age 8. Due to a mistake in the factory’s computer, Konrad is delivered to Bertie Bartolotti, a woman whose life and appearance are in a constant state of disarray. Konrad arrives looking like a gremlin, but when Bertie pours a nutrient solution over his head he changes into a fully-developed, perfect 8-year-old child. The factory realizes a mistake was made, and recalls Konrad, but he does not want to leave his new family and friends. When Konrad turns into a fully-formed boy, he is in the nude.
Lord of the Flies (1963) Peter Brook’s 1963 film “Lord of the Flies” is an adaptation of the 1954 novel by William Golding. Shipwrecked on an island, thirty castaway schoolboys eventually create their own savage civilization, despite the few rational boys who attempt to prevent that. The boys are frequently shown in the nude.
In each of these movies and television shows, when you watch the final version in the movie theater or on television, you see the boys nude from the back. If you watch the unedited footage, you see the penis of all of those boys. Let’s look at the example of “Soup and Me”. There were two boys, 12 years old, and while filming this movie, they filmed the penis of both boys. After they finished filming, in post production, they edited out the parts showing the child actor’s penis, so in the final version they showed on tv, you just see them nude from a full length back view, side view, focusing on their legs, or waist up front view. However, if you watch the unedited footage, you definitely see full frontal nudity, including close up shots of the penis of both boys. They had to cut back and forth between different cameras which were rolling the whole time. There were always cameras filming their penis. It would have been very difficult to film this movie without filming their penis. When you watch the film, you see that they used multiple cameras filming from different directions, so when the child actors were nude, there were always cameras filming their penis. 
It is always up the parents of any child actor or child model to decide what they will or will not allow their child to do. Never do anything that you or your child are not comfortable doing. Some parents of child actors will not allow their child to accept a role where they would have to say profanity. Some parents of child actors will not allow their child to accept a role where they would have to smoke tobacco. Some parents don’t want their child to appear in horror movies, or accept a role where they pretend to be dead. The parents and child have to decide what their personal comfort level is. You are free to turn down any assignment for any reason. If your child does a nude scene, make sure that it is age appropriate, and that you are present at all times. Your child should only be nude while they are actually shooting the nude scene, and the rest of time, he could put on a robe or clothes, such as shorts or t-shirt, that can be easily put on or taken off. 
Even if it does not appear in the final film, be aware of what will be filmed. Below is an example of the unedited footage from the movie “Soup and Me”. The child actors are Shane Sinutko and Christian Berrigan. The unedited footage shows a close up of their penis. There exist pictures like this showing the penis of any boy who has done a nude scene. If your son does a nude scene, there will be pictures like this of his penis.

Now they have to sneak into town without clothes and find clothes to put on.
The plan is to borrow without asking permission , a very large pumpkin from Mr Sutter and enter it in the contest at the party for a prize.
Everything they do gets them into trouble.

In terms of keeping kids safe in cyberspace, how have things improved?
The good news is that we now have two new laws in California. The Child Performer’s Protection Act was spearheaded by BizParentz and signed into law in September 2012. It requires fingerprint screening and a permit for those working closely with children in our industry.
The other law, the Krekorian Talent Scam Prevention Act (AB 1319), protects all actors against financial predators by banning advance fee agents and managers and regulating those who charge a fee for services like acting classes, website design, photography, showcases, and CD workshops. Sexual predators scout for victims in these venues. We’ve had several convictions under this law, which was created by the first-ever collaboration of unions, studios, the MPAA, managers, agents, parents, and law enforcement.
How can parents “police” their kids’ images and general personal welfare online?
1. Set up a Google Alert for your child’s name and the names of those with whom they work.
2. Check your child’s phone often—let your child know you are doing this.
3. Take control. Research everyone with whom you work or are considering working, even if you think you know them. Check the sex offender registry, and ask agents, managers, and other parents on message boards . Check the databases available for the licenses that they should have. For instance, most of your service providers should have a CPS permit . Check the updated Talent Service Bond list. Talent agents must have a license. In California, that is a searchable database .
4. Be a powerful, professional “stage parent.” Never, ever leave your kid alone. Do not drop them off with others on set or allow them to travel without you. Do not let them socialize alone with adults, even the ones you know. Acting classes, coaching, and auditions must be done independently, but you should make sure to be right outside the door, very visible and very tiger-mom-like. Predators will view your child as too much of a risk. Elite-level professionals recognize the risks and will view you as a savvy parent.
5. Biggest tip: Learn to listen to and follow your instincts. If you or your child feels apprehensive, do not involve yourself. Do not abandon your normal parenting rules because you are involved in entertainment. Do not attribute odd behavior to “Hollyweird” or make exceptions because someone is powerful or famous.
Is there a way to report someone who is operating without a CPS permit?
You could report it to the Division of Labor Standards Enforcement, but like most laws, the enforcement in this law lies with those who were wronged. When BizParentz gets notified that someone is operating without a permit, we contact him or her with information about how to comply (thus setting up a written record that they knew about the law to aid with a conviction later if we need it). We give them a bit of time to get the permit, since we are still in an education phase of this law. But then their reputation will take a hit when they are called out in public for operating illegally.
Parents should not work with providers who don’t have a permit. It’s that simple. Tell your service provider that you can no longer work with them or pay them if they do not comply. Then move on.
