A new report reveals disturbing details involving government ISP addresses.

In August, someone from an IP address connected to the U.S. Senate posted the following comment on the website Anon-IB: “Looking for wins of [redacted]. She used to send nudes to my friend all of the time. Would love to see some more.”
If the first part of that post sounds like gibberish to you, it’s probably because you’ve never used Anon-IB, the “anonymous image” message board where users are encouraged to post sexual or explicit photos, called “wins.” The photos are generally of women, and the site has become synonymous with revenge porn , the act of distributing sexually explicit photos of a person without their consent in the hopes of intimidation or as a punishment.
In a Daily Beast report released Thursday, data collected by a security analyst reveals that some Anon-IB users have been connecting from a number of government offices, including the Senate, the Navy, and even the Executive Office of the President. Another Senate ISP post reads like this:
“Wow tig ol bitties. You have any nudes to share?” someone wrote in November, underneath a photo of a woman who apparently works in D.C., while connecting from an IP address registered to the U.S. Senate.
According to the report, much of the Senate IP activity is focused on a subsection of Anon-IB called Fakes/Xray. This place sucks, and it gives you a really good idea of the kind of content available on Anon-IB. Users post women’s selfies and other photos and then request that fellow users photoshop the images to look like the women are either naked or engaged in a pornographic act — or often both. A lot of the photos shared on the board look to be of women that could be under 21.
You can also search for images of women based on location, by either country or state. Users can also name women, sometimes with photos, and then ask the community if anyone has nudes of the woman in question. A user from the Senate ISP did exactly that; they posted an image of a model with the comment below, according to The Daily Beast :
“Girl I know from [location redacted]. She was a [college redacted] and has the best tits I’ve ever seen. I would love to find some wins.”
Anon-IB was one of the sites used to disseminate the massive swath of celebrity nudes back in 2014 that became known as “Celebgate,” or “the Fappening.”
Although posters’ usernames are simply shown as “anonymous,” followed by a random combination of numbers, a source showed a security analyst with the Norwegian newspaper VG named Einar Otto Stangvik how to legally pull IP addresses from the site. Stangvik analyzed the data and shared it with The Daily Beast .
It’s worth noting that the Executive Office of the President actually includes a lot of different agencies other than the oval offic. Still, the fact that anyone that works for the government could be using their time to engage with a site that’s rife with illegal content is pretty egregious, regardless of where the employee works.
An IP address can’t confirm which individual is responsible for what activity — only the activity’s location. It could be a government employee or a visitor who is logged into a government ISP. The Anon-IB posts could be coming from a hacker, re-routing their activity through a government ISP for kicks, but it seems unlikely. The Daily Beast makes mention of the fact that there’s no public record of the Senate or the Executive Office of the President’s ISPs having been compromised.
This is far from the government’s first rodeo when it comes to revenge porn. The U.S. Navy already found itself embroiled in scandal last year when members of the Marines Corps continued to post derogatory and sexually explicit imagery of female service members in a new private Facebook group, even after their first group was shut down.

Someone Is Trying to Revive the Infamous Revenge Porn Site Anon-IB
Over 1,500 unique posters have uploaded or commented on images from the site, many requesting content they remember from the original site.

Someone is trying to revive one of the most notorious non-consensual pornography (NCP) image boards, two years after police shuttered the original site.
The new site takes the name and appearance of Anon-IB , the most infamous image board marketed exclusively for what is often colloquially called revenge porn, said Katelyn Bowden, founder of the anti-NCP advocacy group Battling Against Demeaning & Abusive Selfie Sharing (BADASS), and was “ground zero” for the 2014 release of hacked celebrity nude photographs Reddit dubbed “ The Fappening .” Motherboard is not sharing the names or the URLs of several NCP sites mentioned in this story as not to draw more eyes to those sites.
Dutch authorities arrested three administrators from Anon-IB in April 2018, seizing its server. Since then the site had been quiet, but not forgotten. “We still see 4chan threads saying ‘Does anybody know where I can find Anon-IB, ’” said Bowden. “There's still Reddit posts of people asking, ‘What is the best alternative now that it's gone?’”
But three weeks ago, BADASS began tracking discussions of the site returning.
While it’s unlikely the same people who ran the first site are running the new one, users have flocked to it. In just three weeks, over 1,500 unique posters have uploaded or commented on images on the new site, many requesting content they remember from the original site.
The site claims to have archives from 2018 and 2019—after the original Anon-IB was shuttered, but the images in those archives appear to be taken from another site.
Even though Anon-IB has only been offline for two years, the sites sharing NCP online have gotten considerably crueler, said Bowden. While Anon-IB was willing to work with groups like BADASS to take down photos when victims asked, the most popular network of sites sharing NCP currently will now instead move content behind a paywall when victims—including underage victims, per Bowden—complain. That group of sites has never achieved the same popularity as Anon-IB.
Anon-IB may have been more responsive, but it was far from noble. The site did not strictly moderate its policy not to post contact information for victims. “They allowed their users to bypass those rules by putting a period in the middle of somebody's last name or saying ‘Alicia S. rhymes with myth,’” said Bowden.
BADASS originally rose to prominence by flooding the board with unique images of Shrek to drown out the images of victims.
It’s tough to track who runs the new site. The domain name is registered anonymously through a service in a country not friendly to U.S. requests for information and the site’s internet address—evidence of where the site is hosted—is hidden by the internet security firm Cloudflare, which protects websites from malicious floods of traffic.
Cloudflare told Motherboard it will forward image takedown requests to the site’s owner. If the site refuses to comply, it suggests taking the issue up with the domain registrar.
“Other services are better positioned to assist with content removal,” said Alissa Starzak, director of policy at Cloudflare.
Cloudflare has run into controversy in the past protecting sites dedicated to hateful or harmful content—including neo-Nazi sites and 8chan —but booting after public outcry . Conversely, last year it banned a site that was meant to help sex workers stay safe because of the Fight Online Sex Trafficking Act (FOSTA), which endangered many sex workers by pushing them off internet platforms.
But even if anonymity didn’t protect the site, global jurisdictional issues might.
“Ultimately, if the site is really from [a country that doesn’t cooperate with the U.S.], it can be difficult for a nicely stamped order from a judge in Nebraska to help,” said Honza Cervenka, an attorney for McAllister Olivarius in Britain who often represents victims of non-consensual image abuse .

As the dust settles after yesterday's seemingly endless parade of hacked celebrity nudes , it's become clear that some of the photos had been circulating around the web for a while. Even Deadspin readers were aware of them . But where did they originate, and how did they leak widely so suddenly? One anonymous image message board might hold the answer—if it's not the source of the leaks itself.

The board is called AnonIB , and according to Encyclopedia Dramatica it was started in 2006 after a mutiny temporarily splintered 4chan's infamous /b/ board. Its current manifestation—it's been shut down or changed design several times in its short life—has existed since March 1.
AnonIB, like /b/, is an anonymous image board, but one that focuses more or less exclusively on pornography—in particular, stolen or leaked nudes of non-celebrity women, arranged on the site in endless and unsearchable 4chan-style threads sorted by state or country of origin. In effect, the board's most infamous sections operate like an dizzying combination of Is Anyone Up? and Photobucket Plunder , served up in the anarchic and baffling style of 4chan.

Earlier this week (days before imgur galleries were passed around the greater internet) a thread dedicated to Jennifer Lawrence was bumped by an AnonIB poster who intimated that posters on /stol/—the forum's "obtained images" (read: hacked nudes, often for revenge purposes) sub-board—were in possession of some... interesting photos.
Naturally—given the general nature of the internet and that AnonIB has an entire board dedicated to fake celebrity nudes—many posters in the Lawrence thread were initially skeptical of the claims.
Meanwhile, over on /stol/other posters began hawking what they said were stolen celeb nudes for sale or trade.
Though that poster brags that he is "ripping iclouds"—allegedly the method with which the cache of nude photos was cultivated—it's unclear if he is one of the culprits or merely a peddler posing as one. Nonetheless, the posts make it apparent that the photos have been floating around the makeshift hacked nude black market for some time, a theory confirmed by an email sent to Deadspin weeks ago.
As the week wore on, posters alleging to have access to the photos had migrated over from /stol/ to the Jennifer Lawrence thread, though they were still being met with skepticism.
But by Sunday the regulars in the Lawrence thread started to get wind of the same images that were being passed around for the world to see, and as more of the genuine photos began to hit the thread, the cynicism about their existence began to melt.
Surfing around /stol/ and /c/, the celeb board (both of which have been experiencing outages), seems to indicate that grandiose claims about exactly how many female celebrities might have been hit may not be as crazy as they seem. One poster revealed screenshots of a master folder on his Mac that contains dozens upon dozens of sub-folders with names of female celebrities—from Cara Delevingne to Iggy Azalea to Lizzy Caplan to Mary Kate Olsen—who have not otherwise been involved in this mess.
At the same time, a number of fake or misidentified images—of Selena Gomez, among others—appear to have been caught up and included in some of the circulated galleries.
But while publicists and Redditors try to sort through the authenticity of each claim, some AnonIB users are teasing what appear to be still unreleased images as proof that there are many more hacked nudes than what trickled into the mainstream yesterday. One poster, when pressed to provide evidence, revealed truncated galleries that he says contain stolen photos of Kate Bosworth, Hayden Panettiere and Leelee Sobieski.
It figures that a sustained hacking enterprise with this sort of reach would have been conducted over the span of months, and another AnonIB user appeared to confirm that theory early Monday morning. (It goes without saying that anonymous message board postings should be treated as highly suspect.)
Meanwhile on AnonIB's /c/ board, a poster—in his own words "not the hacker, just a collector"—seeking bitcoin donations in exchange for further leaks claimed to have been IP blocked by AnonIB . "I didn't just take the money and run," he told the board. "I'll come back in the morning."
Screenshots of an apparent email conversation with one leaker (dating back to Friday) were also circulating on Reddit . It's unclear who "the guy" who came out of "hiding" is:
The hack should act as a wakeup call for just about anyone on Earth—from celebrities to normal grunts—who blindly followed the tech industry down the path of cloud storage. But, unsurprisingly, the users of AnonIB, at least for the moment, have much more local concerns.
