The key things are packing clothes to keep yourself warm and dry - you can never have too many layers. Base layers. I usually take t-shirts and layer them under sweaters rather than wearing a long sleeve base layer, since I find restaurants and museums often too hot after being outside in the cold. I find it easier to have a shell and add layers than to have a warm jacket for active outdoor things. I will often wear my ski jacket with a sweater underneath for going to Christmas markets or out to look for Northern Lights.
