Australian here, bare legs all the time. Not just a weather thing though - it's quite common to see women in the city here with lovely skirts and bare legs. Although obviously it all comes down to your company's dress code, I'm in a pretty corporate environment and it's never been an issue.

Fashion Q&A: Hosiery vs. Bare Legs Q Would you please advise about current hosiery trends? For a while, traditional pantyhose have been unfashionable. Is that still true? If not, how should I choose colors, e.g., are black hose preferred with a black dress or skirt?
What type of event is it? I would actually consider black opaque tights more casual than bare legs for most formal events. Bare legs would be more of an issue if your dress is short and you're going to an event that will have certain expectations of modestly (e.g. a wedding in a religious institution).
It would not occur to me that bare legs would be inappropriate at work as long as the skirts in question are themselves work appropriate (not shorter than just above the knee).
My company has a clean room at work - pantyhose are required - no bare legs, no open toed shoes, no powder based makeup. But it's for clean room reasons not for dress code reasons.

I go to work in bare legs with summer dresses and skirts and sandals. But I stick to modest-length skirts when doing so-no bare thighs for me! I never know what to do when it comes to hose! I work at a law firm, but we are quite casual here. Even the attorneys dress casually, unless they need to be in court, or are seeing clients.
I work in an office and don't have to be outside much, though, so I'm usually OK with bare or covered legs. In the event that the temperature fluctuates drastically throughout the day (as it frequently does here) I typically opt for layers... cardigan over tank top, coat over cardigan.

Tights are a must (no bare legs). Business casual Business casual is permitted in many law firms: some throughout the week, while others only allow this attire on Fridays.
That said, a commenter here once speculated that the no-shorts rule stems from the fact that the rule used to be no bare skin below the waist. For pants, this meant no shorts. For gentlemen a shirt, tie, and dress slacks minimum; jacket/blazer is optional. Females may wear dress, skirt of appropriate length, and/or dress slacks, and shirt. Sweater or jacket is optional.
