I'm not sure how long navel fetishism has been a thing but I'm guessing that it's always been around. However, its popularity is fairly new.
1.) Sexualization of the navel in certain cultures: While navel fetishism has always been around. Certain cultures sexualize the human navel. In Indian Cinema(Bollywood) there are numerous movies featuring scenes that focus on the female navel. You might see a scene where a man is sensually kissing a female's navel while the female acts out pleasure etc. Just typing the words "navel kiss" on a search engine and going to images, you'll see a lot movie scenes from Bollywood films.
Also, here in the US during the 1930-1950s the female navel was not allowed to be shown in public. Only men could show their navels. Women who wanted to show bare midriffs had to wear a jewel in their navels because the female navel was highly sexualized. The reason why was because it was believed that the female navel resembled the vagina. It wasn't till the 1960s when the censorship of the female navel ended. Notice how even though she has a bar midriff, her navel isn't exposed.
3.) Navel fetishism isn't unique to males: Many people assume that Navel fetishism is a "guy thing" but in fact it's also popular amongst females. There are some female celebrities who say that they are turned on by their husband's/boyfriend's navels. Some straight women anonymously post erotic navel stories online. However, the number of heterosexual women with navel fetishes are rare. Most women with navel fetishes are lesbians.
4.) The start of navel fetishism popularity in the west: Navel fetishism gained some popularity in the 1970s Specifically with one movie called the "switchblade sisters". In this movie, there is one scene where a female character is restrained by two other female characters, she had her shirt ripped open and has a lit cigarette forced into her navel. It's not clear if the scene was meant to be erotic but this scene became popular amongst people who have a navel fetish. However, switchblade sisters is the first movie that really got the attention of the navel fetish community.
5.) Navel fetishism gets a new variant: During the 1990s specifically mid 1990s, there was a tv show called Farscape. There was one episode where the male protagonist gets ambushed by a group of people a gets held down by them while a alien worm is forced into his navel. The Scene isn't meant to be erotic but it surely became a favorite in the navel fetish community. Surprisingly it was mostly gay men with navel fetishes that liked that scene. Not so many women actually cared about the scene. The funny thing is that a lot of guys wished it would have happened to one of the female characters instead. This was the start of a new type of navel fetishism called "navel bugging fetishism".
6.) Navel bugging fetishism gains popularity: In 1999 there was a very popular movie that was way ahead of it's time. "The Matrix" if you've seen this movie, you already know the scene I'm talking about. The Matrix interrogation scene. In this scene, the protagonist played by Keanu Reeves has his shirt ripped open by two men and is held down on a table by the two men. The main Antagonist places a robotic bug on his abdomen which burrows into his navel. The scene was not intended to be erotic but it was still viewed as a erotic scene by the navel fetish community. Of course, a lot of men wished it would have happened to one of the female characters instead.
7.) Navel fetish communities established online: A few years after the Matrix came out, many navel fetish communities were established online. These pages are filled with pictures of both female and male navels. They are also filled with erotic stories and drawings about navels including "navel bugging stories and drawings.

Navel bugging fetish becomes popular amongst men: Ever since the matrix came out, a lot of men with a navel fetish are so obsessed by that matrix interrogation scene, that a lot of men reenact the matrix interrogation scene and post it on YouTube. Obviously those reenactments are all acting and the "navel bugging" is done by stop motion. Sure enough, those YouTube videos get a lot of "dislikes" from men because they want to see a movie were a female character gets her navel bugged.
Keep in mind that men with navel bugging fetishes don't want to get "navel bugged" for real or for it to happen to someone else, they just like the idea of it in fiction or pretending it's happening to themselves or someone else.
9.) Navel fetishists get what they want: In 2008, a movie known as "the scourge" came out. The one scene that made this movie so popular specifically amongst the navel fetish community was the navel bugging scene. This time it happens to one of the female characters. I think the directors knew how erotic navel bugging scenes can be, so in this scene as the parasite burrows into the female character, the actress makes erotic facial expressions and noises. In fact the movie is about a parasite that possesses people by entering through their navels. A lot of the men with navel fetishes were pleased about this scene.
10.) The varieties of navel fetishism: There are many ways that navel fetishists view navels. They range from kissing, licking, smelling, tickling, touching to simply looking at them. Recently "navel bugging fantasies" have become popular.
Since I'm a straight male, I do find the female navel to be pleasing to look at. I personally know one woman who has a navel bugging fetish and embraces it since she published her erotic navel "bugging" stories online.
