At the time, these buses represented about 14% of the City's bus fleet.39 Many of these buses hadn't seen 3 months of service. During this entire time, work on the 63rd St and Archer Avenue subway lines continued, although the MTA considered stopping work on these projects in October of 1980, and spending the money instead on maintaining the existing system.
