Blocking spam doesn't mean preventing them from entering the Junk folder, it just means Outlook prevents them from entering your inbox. So if you see emails in your junk folder are considered blocked.
One of the reasons why you may keep getting spams from different spammers, that's usually because the spammers purchased the email list from hackers on the dark web, those hackers have hacked websites on the internet & you probably subscribe to one of the sites. https://www.wired.com/story/collection-one-brea...
You can check on your own if you have an account that has been compromised in a data breach. The site developed by Troy hunt a Microsoft MVP:

As per my experience, once an account has been pawned it's hard to stop the spammers from bombarding us. Even though we try to block them, they can send emails from other addresses. This indeed very frustrating for us as the recipients.
In my case, I have an email account that I only use to sign up for websites, eCommerce sites, newsletters etc. I know sooner or later spammers will be spamming me regardless of how hard I try to stop them. I just accept it as the reality we live in in the modern digital world nowadays.
However, for different purposes, I have a different email address. The easier way to manage multiple credentials is, by using the password manager service. https://sea.pcmag.com/password-managers-product...
Last but not least, I also suggest you increase the security protections of your account. If you still use SMS to receive the verification code then you may need to remove it replace it with an email or MS Authenticator app.

There has been a proliferation of porn coming daily to my junk mail folder. Blocking doesn't help anything because they are always coming back again.
I have never gone to these sites or opened these emails. I can't see setting up rules for everyone I get. Doesn't Microsoft have a better way to permanently fix this ongoing problem?
