NO, it isn’t, these answers are based on language that was constructed in strict terms by other people. It may be ‘grammatically incorrect’ but that does not make it wrong. And who cares? People know what you mean when you’re saying it, sometimes ‘cuter’ simply doesn’t cut it and there is nothing unique or interesting about being grammatically correct. Saying more cuter is more cuter than just saying cuter. Cuter is boring. More cuter is illuminating. It shows part of your personality in a positive light. Grammar police are the ones who are redundant because we have dictionaries, thesauruses and language skills classes. Their concern with people’s speech patterns are unnecessary and BOOOOORRRIIIINNNGGGGG.
Normally, yes, it’s ‘more cute’ or just ‘cuter’.
Items A, B & C are ranked in order of cuteness, where A is least cute, B is more cute and C is most cute, that means C is most cute.
Now because B and C are both more cute than A, they are cuter, but because C is the most cute of all it is cuter than A by a greater amount than is B. That means C is more cuter than B.
So, you can say ‘more cuter’ and still be grammatically correct.
(But it’s odd and convoluted and still makes you sound uneducated, which can be ok among your peer group but really should be avoided.)
Ps. While B is cuter than A and C is more cuter, so is the most cute of the three, it is not the most cute because that honour goes to D!!
You could maybe get away with this with a precise meaning, but it’s unlikely you’d want to.
To me it would make sense if you’re comparing comparisons, or taking a difference of differences, similar to second derivatives in Calculus.

The way to express that is; Say you see two girls walking down the sidewalk. One is dressed in pink and the other in blue. You are walking with a friend and you say to your friend; “The girl dressed in pink is cuter than the girl dressed in blue.” You don’t need the word “more” in there. Hope that helps.
