Moscow hosting the Digital Solutions Forum

From 12 to 15 November, the National Centre "Russia" (Moscow) is hosting one of the country's key IT events, the Digital Solutions Forum.

The forum is held for the first time and brings together entrepreneurs, top managers, IT specialists, investors and representatives of government agencies to identify new growth areas, assess the progress of national digitalization projects and develop a strategy for introducing information technology into various sectors of the economy.

Mikhail Mishustin, Prime Minister of the Russian Federation, spoke at the plenary session of the forum. We share the key speaker`s theses.

Support for the IT industry

Thanks to extensive support measures, more highly demanded IT products are being released. The Government of the Russian Federation is committed to continuing its support for the industry.

The measures include:

• maintaining preferential VAT rates

• insurance contribution rates that are half those applicable to other sectors of the economy

• reduced income tax

• double coefficient accounting of expenses for purchasers of Russian software as well as hardware and software systems.

Platform economy

The platform economy currently accounts for about 5% of the country's GDP. E-commerce volumes grew by more than a third in the first half of 2025, exceeding 5 trillion roubles. Marketplaces are making a significant contribution to this growth. To protect the interests of citizens and businesses, regulation of such platforms is being improved, and a law on the platform economy has been adopted.

Development of domestic software

Russian software developers are creating solutions and improving their maturity. Basic system-wide software is being actively implemented—sales have doubled over the past three years. The corporate segment is also developing, with companies switching to domestic enterprise resource management systems.

Industrial competence centres

Thanks to industrial competence centres, a number of corporate software products and other applied solutions have been developed. These include baggage search systems, operational management systems for Russian Railways, and others. More than 1,200 domestic mobile communication base stations have been installed across almost the entire country. By the end of the year, production of another 3,000 units of equipment of various standards will be completed.

Russian radio electronics

Over the past three years, more than 300 billion roubles have been invested in the radio electronics sector, and the share of Russian radio electronics products exceeded 60% in 2024. Technologies for complex products in the field of cryptography and information protection, solutions for the circulation and storage of electronic documents, and other areas have been mastered.

AI

The Government of the Russian Federation supports centres based at universities and scientific organisations conducting research in the field of AI, which receive grants of up to almost 350 million roubles each.

Cloud-based infrastructure

The number of companies using Russian public cloud systems to create their own applications has doubled over the past three years.

The Ministry of Digital Development, Communications and Mass Media of the Russian Federation has been entrusted with determining the requirements for cloud-based infrastructure for hosting corporate systems and formulating the conditions for access to Russian cloud AI services.

Information security

Domestic developers are bringing new information security products to market, and organisations are providing services to protect IT systems. It is important to actively implement promising information security solutions and switch to Russian software and hardware.

Remotely piloted vehicles

One of the government's priorities is to develop a secure communications infrastructure. This is also necessary for the development of unmanned technologies. Ninety unmanned trucks are already in use. Market development will continue.

Personnel

Over the past five years, the number of IT graduates has grown by 27%. In 2024, approximately 130,000 people enrolled in state-funded IT programmes. Currently, 1.1 million people work in the IT sector. This year, more than 100,000 people joined the sector.

Cooperation between domestic companies and universities has expanded, and new training programmes for highly qualified IT specialists have appeared. By 2030, it is planned to train at least 3,500 developers and over 10,000 specialists in the field of AI.

It is important for businesses to participate more actively in training personnel. Strengthening the industry's human resources is a common cause.
