SolArk’s technology includes a patented ballast system that stabilizes the floating arrays even during high‑gust conditions. The investment ledger tallies up to $750 million, funded through a blend of municipal bonds, corporate green‑investments, and state incentives.

One of the main promises tied to this installation is achieving a 100% clean power grid by 2030. Minneapolis has pledged that all electricity it imports from the regional transmission system will come from sources with carbon emissions lower than that of the city’s current mix. The floating farm will supply a fraction of that target fraction. The city’s board noted that the solar farm’s output reaches peak generation around late afternoon, complementing existing wind turbines that usually peak in the early morning and evening.

The farm also plays a role in education and community engagement. Local schools will have access to a 'real‑time' solar dashboard, allowing students to monitor generation and compare day‑to‑day variance. The lake area will also remain open to the public for fishing and boating, with clear zoning that separates the solar decks from recreation zones.
